Pyongyang says it will put a satellite into orbit. Japan and some other countries see it as a cover for a ballistic missile test. The Japanese leader also hinted at seeking a new U.N. Security Council resolution in response to such a launch. ''The launch would be in violation of U.N. Security Council resolutions. We must send a proper message'' to North Korea.
