Astana conference to focus on public procurement and etrading

VITEBSK. KAZINFORM - The Eurasian Economic Commission urges the Single Economic Space member states to take an active part in the international conference "Electronic public procurement, fair and transparent trade: the experience and prospects of Eurasian integration" that will be held in Astana on 21 November. The promotion of public procurement and etrading should be given serious consideration, Nurlan Aldabergenov, Member of the Board (Minister) for Competition and Antimonopoly Regulation of the Eurasian Economic Commission, said at the international conference of the Eurasian Economic Commission in Vitebsk, BelTA has learned.

Since the Customs Union was established, its member states have been able to trade with each other distantly through electronic trading. Belarus has two etrading platforms, Russia has five and Kazakhstan has one. This trading method has proved pretty successful. For example, in 2011-2013 Belarus signed over 1,700 contracts worth nearly Br1.6 trillion with Russia. Russia signed over 600 contracts estimated at RUB535.1 million with Belarusian suppliers.

However, some issues remain, like the control over public procurement. On many occasions the Eurasian Economic Commission has had to use its power to rescind the resolutions of the Russian Government when these resolutions favored one particular producer and gave him monopolistic rights to supply products. Other matters requiring consideration include mutual recognition of an electronic digital signature, harmonization of statistics and reporting, other barriers in conducting public procurement, BelTA reports.

"We have decided to hold a separate conference to bring together all electronic platforms of Russia, Belarus and Kazakhstan. We have also invited many foreign agencies, including the office of the Republic of Korea. We should not shy away from discussing issues; otherwise we will not be able to resolve them. Therefore, we ask all the participants to be proactive," Nurlan Aldabergenov said.

The international conference on legal aspects of competition on the commodity markets is taking place in Vitebsk on 13-14 November. The conference is meant to advocate competition, discuss ways to improve and implement the monopoly laws and analyze commodity markets.
