?The budget reform of Kazakhstan has many advantages. And Kazakhstan is ahead of many countries of the region on the issues of budget organization. Alongside with it, one of the weak points of the Kazakh budget sphere is the high level of centralization of the decision making, compared to other countries of Central Asia?, World Bank Leading Economist for Kazakhstan John Litwack said. According to Deputy Head of the Center of Strategic Study and Analysis of the Presidential Administration Madina Abylkasymova, draft Decree of the President on strategic state planning is being developed now in Kazakhstan. The system of new state planning aimed at optimization, adjustment of all strategic and program documents in the country. In accordance with the system it is supposed that the highest strategic document of the country will be the Nationwide Strategy ? 2030. It is divided on 10-year plans. The Plan of Kazakhstan?s development by 2010 functions in the country at the present time. The Government develops strategic plan of countries development by 2020 as well. Representatives of the Kazakh Accounts Committee, International POPs Elimination Network, NGOs and central state bodies take part in the workshop. The workshop is held within the II Economic Forum of Astana.
