Kazakh President Nursultan Nazarbayev has said it at a press conference following results of the OSCE Summit in Astana.

"The fact that I'm speaking in front of you here late at night shows that it was hard to reach consensus for all 56 member states on all the points we intended to include to the document and adopt", the Head of State said.

The President noted that the most difficult part was the issue of deferred conflicts.

According to the President, the OSCE participating states eventually came to mutually acceptable solutions. "The Consensus means that all must agree. if at least one state disagrees, the decision cannot be made. We, Kazakhstan, has just made it", N. Nazarbayev said.
