Constitution teaches to respect law - Kassym-Zhomart Tokayev
K. Tokayev participated in a conference on interaction of local representative bodies and executive power amid the financial crisis, Kazinform cites the Senate's press service.
Delivering a speech, K. Tokayev focused on the fundamental principles of social and public structure of the independent Kazakhstan fixed by the Constitution as of August 30, 1995. This year the Day of the Kazakhstan Constitution is included in the list of state holidays.
Constitutional amendments initiated by the Head of the State and adopted in 2007 became a new stage in development of representative bodies, the Speaker said.
Principles of formation and functions of the Parliament and maslikhats (local representative bodies) were reconsidered in the course of the reforms. The amendments introduced into the Constitution in 2007 fully solved the issues connected with local self-government in Kazakhstan and gave fresh impetus to the development of local representative bodies.
"Constitution serves as a basis for a legal state. This main law of the country makes us know that the state trusts and respects us, and it teaches to respect law", the Speaker said.
"The current Constitution has a huge potential that should be used as much as possible for the solution of the tasks set to the state and society in this hard period", he said.
Touching upon the activity of the Parliament, K. Tokayev stressed the importance of the work directed on elaboration of legislative acts.
The Speaker also spoke on Kazakhstan-2030 Strategy which, according to him, serves as a guide-book, road map for the country.
Praising Kazakhstan's achievements and positive changes in the economy, the Senate Chairman highlighted the contribution of the North Kazakhstan oblast in successful development of the country.
The region with its strong agrarian sector, engineering and energy complex ensures stable export-import potential. The oblast holds significant place in the Kazakh-Russian near-border cooperation.
The region grows and processes up to 13% of the country's agricultural products. Support of the agro-industrial complex allows solving the problems of food security and export diversification.
K. Tokayev also noted active involvement of Nur Otan National Democratic party in consolidation and ensuring unity of the Kazakhstan society, its stability, clarification of the measures adopted and control over utilization of the funds allocated to the regions.
The Chairman of the Senate expressed gratitude to the head of the region, deputies of the maslikhats, local community for their participation in the meeting and assured that the Senate of the Parliament was ready for using all useful and rational propositions and recommendations in its law-making activity.
