Consul-general of China called 'Nurly-Zhol' Program forward-looking and real
- I call it forward-looking because it reflected the ideas of the Head of your state and defined the ways of development of Kazakhstan in future with the consideration of new conditions. The ground of a new program is development of infrastructures - road and transport, industrial and energy. Development of infrastructure is an effective measure for stimulation of development of the economy of Kazakhstan. The world practice shows that building of large-scale infrastructure not just helps to reduce the recession of the economy, but also lay a solid foundation for its future growth. Thus, global construction of infrastructural facilities allowed the USA to overcome the Great Depression in the 30s of the last century. The same method was used by China for stimulation of its economic growth.
I also call it real because this policy meets the reality of Kazakhstan, helps to optimize the economic structure, stimulates economic potential and creation of jobs as well as attraction of foreign investments. Currently, Kazakhstan is the most attractive country for investing in the Central-Asian region and among all CIS member states. The most important factors are the energy sector, the State Program on Accelerated Industrial-Innovative Development and the Kazakhstan-2050 Strategy which are actively introduced now. Construction of infrastructure, processing industry, agriculture, new energy spheres of Kazakhstan are the fields that have a high demand from foreign investors.
China expresses its readiness to help in implementation of "Nurly-Zhol". On one hand, this program and the concept of joint establishment of the Silk Road Economic Belt have something in common and they also complement each other. President of Kazakhstan N. Nazarbayev announced about the launch of the new economic policy "Nurly-Zhol" on November 11, 2014. Three days earlier, on November 8, 2014, Xi Jinping announced that China was ready to invest 40 bln US dollars in implementation of the concept. It is not just a coincidence that presidents of China and Kazakhstan announced about the luanch these complementing each other programs.
Current Premier of the State Council of the People's Republic of China Li Keqiang paid an official visit to Kazakhstan last year and during the visit the sides signed an agreement on cooperation totaling 14 bln US dollars. Three rounds of talks were held, about one hundred agreements of intentions on cooperation were concluded. Prime Minister of Kazakhstan Karim Massimov paid an official visit to China inl ate March within the Boao Asian Forum. During the visit, a number of agreements on cooperation totaling over 23 bln US dollars were signed. This is a good indicator of cooperation between our countries in the industrial sphere.
