The document was signed by the head of the two integration entities Viktor Khristenko and Grigory Rapota in Moscow on 13 December.
After the signing ceremony, Viktor Khristenko noted that Belarus and Russia are members of the Customs Union and the Union State. "The memorandum systematizes cooperation across all major areas of interaction." The cooperation between the Eurasian Economic Commission (EEC) and the Permanent Committee of the Union State is very valuable and vitally necessary," he said. Viktor Khristenko underlined that the experience of the Union State is extremely important for the EEC.

The State Secretary of the Union State Grigory Rapota called the memorandum an important document. "All the integration processes in the post-Soviet space should be harmonious, not conflicting with each other," he said. "We would be happy to share our best experience and practices with the Customs Union. At the same time, the Union State must use the achievements of the Eurasian Economic Commission, in particular those in statistical matters, because we have to operate with the same facts," Grigory Rapota noted.

Under the memorandum, the two parties are set to establish cooperation in the following areas: trade policy and trade facilitation, technical regulation, standardization and unification of measurements, transportation, energy, migration policy, competition policy and pricing policies, interstate programs in industry and agriculture.
