Declaration on strategic partnership between Kazakhstan and India signed

1. As a Guest of Honor he will take part in the celebration of the Republic Day of India. He is accompanied by the delegation of high officials level and a group of Kazakh businessmen and manufacturers. 2. Within the visit, the Head of the State conducted negotiations with the President of India and participated in the official banquet in Rashtrapati Bhavan. The Kazakh President also received the Vice President of India, the Foreign Minister, Leader of the opposition in the Lok Sabha (the Lower House of the Parliament) and the Chairman of the United Progressive Alliance. 3. The visit opended an opportunity to reaffirm intentions of the sides to develop bilateral cooperation on the highest political level and share opinions on the regional and global issues of mutual interests. The high level of friendly relationships between India and Kazakhstan was complimented. Strong commitment to further development of bilateral cooperation and diversification of areas of cooperation was expressed by the sides. 4. Kazakh President N.Nazarbayev strongly condemned terrorist attacks in Mumbai and stressed the necessity to activate global cooperation in the struggle against international terrorism. He also assured that Kazakhstan firmly supports the efforts of India in countering global terrorism.The sides called for conclusion of the Comprehensive Convention on combating International Terrorism within the UN. 5.The Indian side expressed gratitude to the Kazakh Government for support at the meeting of the Nuclear Suppliers Group, where the decision on granting India with the possibility to resume full cooperation with the international community in the field of nuclear energy was taken. The sides noted that it opens great opportunities for cooperation in the filed of civil nuclear energy, including uranium production. The Governments of both countries complimented signing of the Memo on mutual understanding between ?KazAtomProm? National Company? JSC and Nuclear Energy Corporation of India and welcomed signing of the Intergovernmental Agreement on cooperation in the field of nuclear energy use for peaceful purposes. 6. The Governments of both countries expressed satisfaction with the successful completion of negotiations and the signing of the Agreement on Principles between ?KazMunaiGaz? National Company? JSC and ONGC ?Mittal Enegry? LTD, concerning ?Satpayev? block and noted the necessity to sign a contract in accordance with the legislation. 7. The sides agreed that the volume of trade turnover between the countries is lower then the current potential, they commissioned the Governments and called for commercial enterprises to examine the problem. In order to determine the goods and projects that can extend cooperation, structures, defined by the Governments and main trade-industrial chambers were commissioned to realize joint research. President .Nazarbayev welcomed signing of the Protocol on completion of bilateral talks on Kazakhstan?s WTO accession and thanked the Indian Government for the support on this issue. 8. The sides noted that the relationships between Kazakhstan and India have historical roots. The sides agreed to hold the Days of Kazakhstan in India and the Days of India in Kazakhstan in the nearest future. 9. In order to further strengthen cultural contacts the sides paid attention to joint study of the common historical heritage and development of tourism in Kazakhstan and India. 10. The sides were in favor of signing agreements on cooperation in the field of agriculture and relating spheres between the relevant Ministries of the countries. The sides will examine the possibility for cooperation in the field of scientific research and in the issue of establishment of the regional research and training center in Kazakhstan for Central Asian region within the framework of the proposed agreement. 11. The sides welcomed the signing of the Treaty on Extradition that highlights the commitment of law-enforcement agencies of both countries to the development of mutual cooperation, rendering assistance. 12. The sides expressed satisfaction with the diversification of cooperation areas and complimented the work on development of cooperation in the field of healthcare and medicine, science and technologies, space activity, information technologies and education. 13. In order to activate economic contacts and expand cooperation in the spheres, where India has advanced experience, the Indian side proposed the construction of a plant on production of gas-based fertilizers and the Center for Entrepreneurship Development in Kazakhstan. 14. The Governments of the countries expressed satisfaction with the functioning of institutional mechanism, leading bilateral cooperation on desired level and defining new directions for cooperation. The sides highly estimated the role of Kazakh-Indian intergovernmental commission on trade-economic, scientific-technical, industrial and cultural cooperation in the establishment and extension of trade-economic and cultural contacts. The Governments of both countries were commissioned to hold regular session of the Commission and establish joint working groups. 15. The sides agreed that the relations between the counties enter new stage of development. The sides agreed to establish and develop strategic partnership, based on the principles of sovereignty and equality. Strategic partnership provides development of cooperation in all spheres, including political, economic, scientific-technical, military-technical military-technical mechanism to counter terrorism, education and human resource development. 16. The Indian side informed that India respects Kazakhstan and highly appreciates comprehensive development of the country in a short period of time. The Indian side noted that the current status of Kazakhstan in the world is the result of forward-looking policy and firm commitment of the Kazakh President to the development of the Kazakh statehood. 17. Kazakh President informed that Kazakhstan highly estimates the success in socio-economic development of India, its policy on the international arena to promote the consolidation of peace, stability and mutual understanding between peoples, as well as the increasing political, economic and scientific potential of India. 18. The Indian side appraised the initiative of President N.Nazarbayev to convene the Conference on Interaction and Confidence-Building Measures in Asia that today becomes an important multilateral forum on peace and stability support in Asia. The Indian side confirmed commitment of India to the process. The Kazakh side recognizes and appreciates Indian participation in the Conference. 19. The Indian side highly estimated other initiatives of Kazakhstan, aimed at strengthening peace, stability and mutual understanding in Asia. As far as Kazakhstan?s OSCE chairmanship in 2010 is concerned, It was noted that Kazakhstan deserves this status. 20. The sides confirm a consolidating role of the UN in the international affairs and recognize it as a universal instrument for establishing equitable relations between members of the international community and strengthening stability and security in the world. President N.Nazarbayev confirmed Kazakhstan?s support of India?s candidature as a permanent member of the UN Security Council. 21. India supports Kazakhstan?s candidature on the ASEAN Regional Forum accession as a permanent member. 22. The Indian side welcomed the decision of the SCO member states on extension of the role of observers and expressed intention to take an active part in the SCO activities. 23. The sides expressed concern on global financial-economic environment, affecting development of national economies. The sides agree that only by coordinated activities of international community?s members we can overcome the crisis. 24. The necessity of formation of a new global political and economic order, based on mutual respect of interests, tolerance to the national, religious and cultural traditions and peculiarities of all members of the international community, was stressed. 25. The sides expressed satisfaction with the results of the official visit and agreed that the event contributed to the strengthening of friendly contacts between the countries. The Indian President thanked the Kazakhs President N.Nazarbayev for participation in the celebration of the Republic Day, estimating the development of relationships with Kazakhstan and Central Asian region. This corresponds to the time when India is entering the 60 th anniversary as a Republic. 26. Kazakh President N.Nazarbayev expressed his gratitude to Indian President P.Patil for the warm reception and hospitality. 27. President N.Nazarbayev invited the President of India to pay a visit to Kazakhstan. The invitation was accepted with appriciation.
