Defense Vice-Minister meets with UN Special Rapporteur on Torture

ASTANA. May 6. KAZINFORM Vice Minister of Defense Lieutenant General Bolat Dzhanassayev has met with United Nations Special Rapporteur on Torture Manfred Nowak; Kazinform refers to the Ministry?s press service. The UN Human Rights representative arrived in Astana from Vienne to study the legal situation in Kazakhstan and incarceration conditions of the individuals in detention.

B.Dzhanassayev emphasized that from 2007 as per the new Charter of the Armed Forces, troops and other military formations, punishment in the form of military detention was abolished. The Vice Minister informed that at present certain amendments are being made to some legislative acts of Kazakhstan regarding liquidation of disciplinary battalion. Bolat Dzhanassayev will introduce the draft Law to the parlamentarians next week. Manfred Nowak requested to visit military detentions, which are empty at present and received consent of Kazakhstan's military department.
