The initiative to develop a digital twin of the city is reportedly in the planning phase. This unprecedented initiative marks a pioneering endeavor in Kazakhstan

“Almaty's urban systems currently function in a fragmented manner, making it difficult to manage the city's development comprehensively. Based on the successful examples of Singapore and Shenzhen, a full-fledged digital twin of Almaty is set to be launched in December 2026, consisting of 50 specialized layers and three main levels. The first is infrastructural, covering the entire engineering infrastructure of the city. The second is urban planning, which focuses on functional zoning, modeling and optimization of city development and traffic flows. The third is natural and climatic, which takes into account natural phenomena affecting the development of the city, such as air quality,” said Olzhas Zhanabek, the head of the digitalization department of Almaty city.

He noted that developers of the project drew on the experience of Shenzhen, where it took about 6 years to develop a full-fledged digital twin.

“As in Shenzhen, Almaty starts with a plan. The most important thing is the digitization of the entire engineering infrastructure and all municipal facilities. We also need to install additional sensors throughout the city. At the moment we are at the inventory stage,” Zhanabek added.

The initiative was pitched back in autumn 2023 by Erbolat Dossaev, the akim (mayor) of Almaty.

As reported earlier, JSC “Baiterek” National Managing Holding has announced the implementation of the Unified Career Portal as part of the Digitalization Strategy for 2024-2026.
