Draft law «On public-private partnership» presented at Majilis
"The goal of the draft law is formation and strengthening of long-term cooperation between the government and the private sector by means of uniting the resources for increasing the availability and quality of the services. The objectives of the draft law are attraction of the private sector to management of the assets of the state, reduction of the load on the budget, attraction of investments, participation of the entities of quasi-public sector in implementation of the public and private partnership projects," First Deputy Minister of National Economy of Kazakhstan K. Kussainov told delivering a report.
According to him, there are two forms of the public private partnership: contract public-private partnership, mainly concession, and institutional public-private partnership. Kazakhstan has mostly the first form of the partnership, which is seen usually in construction and reconstruction spheres.
M. Kussainov noted that the institutional public-private partnership was characterized by participation of quasi-public sector entities in the public-private partnership.
As the deputy minister informed, the draft law included the ways of regulation and order of signing of contracts of public-private partnership between Kazakhstan presented by the Government and local executive bodies and national and foreign legal entities.
