EXPO-2017: bridge to technologies of future
Besides, definite innovation spheres are expected to develop rapidly especially in the context of the main theme of the EXPO-2017 that will be held in Astana, Deputy Minister of Industry and New Technologies of Kazakhstan Kanysh Tuleushin told in his interview.
What is exactly the Concept of innovation activity development till 2020? When will be this Concept adopted?
The main purpose of the Concept is development of critical for our economy technologies defined by technological forecast and formation of a system of innovation activity support. The document ensures implementation of 8 strategic policies of innovative development: introduction of innovations in the public sector, formation of an innovative environment, improvement of science efficiency, development of an efficient system of technologies commercialization, promotion of innovation activities of business, creation of regional innovation systems, development of innovation infrastructure and international integration for innovations development.
It is worth noting that the country already has a basis necessary for building innovative economy. It provides for establishment of an innovative system consisting of several components - innovation and scientific infrastructure including technology parks and design bureaus, etc.
Another important goal is strengthening links between these components in order to make the innovation system function properly. We presently work on it. The Concept is under consideration of the President's Administration. We expect that it will be adopted in January next year.
Does the Concept provide for any sectoral gradation of technologies development?
Currently, 30 potential technology programs on development of some of the economic sectors have been defined. The issues regarding development of a particular sector will be addressed via increasing processability of manufacture.
For instance, there is a problem with oil extraction from fields at great depth or its sulfur content. In this regard, there is a necessity to introduce the best technologies for improvement of oil extraction. Six scientific centers will be established in the Park of Innovative Technologies for this purpose. Similar centers will be established in the other economic sectors as well.
Will the announced theme of the upcoming international exhibition EXPO-2017 in Astana "Future Energy" have any impact on the innovation policy of our country?
Certainly, the policies will be corrected and this process has already been started. A number of amendments will embrace the issues regarding the theme of the exhibition and development of technologies in the sphere of alternative energy, renewable energy sources, energy efficiency, etc.
This is the reason why adoption of the Concept was postponed till 2013 as long as it still requires finalizing and introduction of amendments conditioned by the victory of Astana for the right to host the EXPO-2017 and by the instructions of the President given in his Address to the Nation.
