Forthcoming National Census 2009 will make profound coverage of population's life

KAZINFORM /Lyudmila Malko / ?Forthcoming national census of population in 2009 differs from the previous census held ten years ago by placing questions on all aspects of life of population, which will allow to make more extensive and realistic snapshot of our population, said Galina Snitsaruk, Deputy Director of the Regional Department for Statistics of East Kazakhstan in an interview with Kazinform correspondent.

?If in the previous census 10 years ago the questionnaire had 18 questions, then in this census there will be 45 questions. Unique data of vital importance will be collected required for the budget, the planning of labor markets and housing, transport policy, power supply, in social security, healthcare, education, in language and religion policy. In short, in all areas which require forecast and planning?, highlighted Galina Snitsaruk. The campaign will start exactly in a month. Is our region ready to the forthcoming National Census? We are ready. Naturally, there was enormous preparatory organizational work before the census, which is being finalized. The most important now is awareness - rising among the population. It has to be noted, that our East Kazakhstan region is characterized by the biggest territory among other regions of the country, and therefore we will employ 148 directors of census divisions, 1194 instructor -controllers, 4937 enumerators. It is 6279 people. The preparatory work itself started last year. Very scrupulous work was done in compiling cartographic materials. And I want particular to stress that we have never had so precise, detailed, thorough cartographic materials in our region. Everything is included. Besides, the list and borders of administrative territorial units are clarified; the names of streets are regulated, as well as numeration of houses, new precise lists of houses in settlements are compiled. The division of the region territory into the census areas, instructor and counting sections was done, a trial census was performed, the issues of logistics were worked out, the census staff was recruited and is trained now. Besides, already in November last year we held a roundtable with veterans of statistics of our Department, who shared with us the richest experience of the past censuses. As you remember, a week ago, at the end of preparatory work we held the first press-conference, where we provided the mass media with officially approved equipage for counters? a blue scarf and portfolio with logo of census, twofold department certificate of the censor, with obligatory seals of our department and akimats of the regions where the questioning is held. And today we hold a roundtable on theme ?Significance of Census in the Republic of Kazakhstan? in the House of Friendship of the People of East Kazakhstan region, with participation of the reps of the Small Assembly, members of ?Nur Otan? party. On February 18 it is planned to hold an interactive hour in the region with seniors of high schools on the theme ?Census of population: its goals and objectives?. At special meetings in villages of the region the explanatory conversations with population are being held, banners ?Census of Population 2009? are placed on all sites of akims of various levels and on the site of our Department with access to the site of Agency of Statistics of Kazakhstan. By the way, in our official site we added sections ?Samples of census lists? and ?You ask ? we answer?. Galina Innokentyevna, people, who are, for instance, have come to visit their friends, will also be questioned by the enumerator? Forthcoming census is a momentary snapshot of the population. Everybody who lives in our country and who is now in the country must be censored. The most important thing that I would like to note is that information of census lists is confidential, and state bodies, which deal with the issues of census, guarantee the confidentiality. Census lists are filled out words of respondents. No need for any confirming documents. People will be censored at the place of their permanent, common place of living, which can be a house, apartment, room where respondent usually spends most of his time. What about traveling people? Census will cover all people, who at the moment of census will be in hotels, hospitals, railroad stations, airports and trains. That is all data are collected by the principle of simultaneous photo-shot from February 25 to March 6. And what about newly born and those who die during the census? All born after the moment of counting ? it is midnight from February 24 to 25? are not included in the census documentation. And those who die in the period of census (from February 25 to March 6), are included into the census. What state departments, except yours, participate in census? The regional subdivisions of the ministries of justice, education and defense will conduct census on their objects, and subdivisions of the ministries of transport and communications are responsible for conducting census in trains, airports, on railroad stations and auto-stations, as well as for ensuring the delivery of census materials, communications and transportation of census staff. Policemen will help us, keep watch and they protect public order. Galina Innokentyevna, the issues in questionnaires are the same for all, or is there any difference? Census of population concerns every citizen, and the census data is determined by the census program, the main part of which consists of elements common to the entire population? demographic, economic, educational, ethnic and others. As for the issues, for instance in the census 2009 there is such question as ?degree of computer skills ?. There was nothing like that before. These data enable to clarify the social and demographic composition of the population, and the place of location at the moment of questioning will allow dividing people into categories of population. Another example: registration of such characteristics, as place of previous permanent residence, place of residence at a definite date, place of birth and duration of living in the given inhabited location allows defining the internal migration of population. And the time of arrival and the country of origin enable defining the foreign migration, place of work or institution will allow defining the push-pull migration. Once again I would like to draw Kazakhstan citizens' attention to the fact that all individual information, collected in the course of census, is confidential. It will be used to aggregate the data and in no way affect the personal interests of citizens. Thank you for the interview and good luck to us all.
