9,725 district election commissions and 223 territorial election commissions are involved in preparations for the elections. The district election commissions proceeded to specification of the registers of electors at each ballot station. Starting from March 18 each citizen of Kazakhstan may apply for the district election commission and check whether his (her) name is registered in the check-list.

On this occasion, I would like to address all the people of Kazakhstan; we have 9 mln voters, please show your civic engagement, check your names in the registers and come on April 3 to the polling stations to exercise your right to vote.

In Astana we have 218 district election commissions, 35 precincts are opened abroad, and 4 territorial election commissions. There are 467 district election commissions and 8 territorial ones in the city of Almaty.

Almost all of the polling stations are equipped with stationary and mobile polling boxes and booths and ready for the voting process.

As is known, on March 28 ended the accreditation of observers sent by foreign states and international organizations. On proposal of the Kazakh MFA, the Kazakhstan's Central Election Committee accredited 1,059 people. The OSCE/BDIHR Mission is represented by 357 observers. CIS observation mission numbers 426 experts, SCO mission -13, four international organizations -100. 25 states sent 163 observers at large. Besides, foreign mass media reps have the right to monitor the early elections as international observers. According to the last message of the Kazakh MFA, 212 representatives of foreign media are accredited in Kazakhstan. I would like to mention, the CEC has already accomplished accreditation of international observers, but the reps of foreign media may be accredited by the Foreign Ministry on the day of elections.

The international as well as home observers have broad rights. Reps of political parties, NGOs, electioneering agents and mass media may monitor the elections too.

Voting will start at all the ballot stations at 7 am and end 8pm. Every two hours the CEC press centre will give information on the voting turnout the countrywide. Preliminary vote returns will be made public as soon as all 16 territorial commissions submit their vote returns.
