GOVERNMENT: Kazakhstan takes measures to protect domestic producers

Thus, last week Astana held a round table which discussed the issues related to improving the investment climate in the country through judicial system adjustment. In his opening speech, Prime Minister Karim Massimov noted that, given the prevailing economic conditions and the ongoing integration processes in the Eurasian space, the judicial system in Kazakhstan should be ready to meet the changing requirements. First Deputy Prime Minister of Kazakhstan Bakytzhan Sagintayev visited the East Kazakhstan and Pavlodar regions. In Ust-Kamenogorsk First Deputy Prime Minister held a meeting on support for domestic producers with the participation of heads of central government agencies, national companies and the business community. Sagintayev stressed that the support for domestic manufacturer is one of the main trend of the anti-crisis policy. "The Government will consider the problematic issues of 80 major companies of our country, the Action Plan is adopted to support them in increasing local content," Sagintayev noted. Following the meeting, memorandums of local content development were signed between the governor's offices of East Kazakhstan region, national companies and local producers, including the JSC "NC" Kazakhstan Temir Zholy ", JSC" NC "KazMunaiGas", LLP "Eurasian Group" and others. The total amount of signed memorandums exceeded 74 billion tenge. Deputy Prime Minister Berdibek Saparbayev made a business trip to the Zhambyl and Karaganda regions. Vice Premier was acquainted with the work of industrial enterprises, met with staff and held a meeting on issues of local content development and employment of population. According to Saparbayev, the Republic launched the process of signing memorandums of cooperation on stabilization of production processes and observance of employment law. Following the meeting held in Karaganda, National companies and enterprises signed memorandum on local content development. Signatories: JSC "Kazakhtelecom", JSC "NC" KazMunaiGas ","Kazakhmys Corporation ", JSC "ArcelorMittal ". 47 memoranda totaling over $ 57 billion tenge were signed. In Zhambyl region similar memoranda were signed with the JSC "Taraz Metallurgical Plant", the LLC "Kazphosphate", the JSC "NC "KTZ ", Zhambul manufacturing subsidiary of the JSC "KazTransGazAymak" and others. However, memorandums of cooperation on development of local content were signed with the JSC "Kazakhtelecom", the LLP "Kazphosphate", the JSC "Taraz Metallurgical Plant" and others, and there are total 11 memoranda worth over 11 billion tenge. The possibility of reducing export customs fee for oil, depending on the market price of this raw material, is considered in the Ministry of National Economy, the head of department Yerbolat Dossayev said at the meeting of the Managing Committee of the NMH "Baiterek". "Of course, there will be changes because the current level of ECF was tied to another oil prices," Dossayev noted.

At the same time, he noted that negotiations were conducted with the Ministry of National Economy and Ministry of Energy. The draft Entrepreneurial Code of Kazakhstan systematized legislation in the sphere of relations between the business and the Government, Deputy Minister of Justice of the Republic of Kazakhstan Zauresh Baymoldina has said at the presentation of the bill in the Majilis.

According to the developers, the draft Code identified 19 principles on the basis of which there will be interaction between the business entities and the state.

A separate section devoted to the interaction between the business and the Government in the following areas: participation of the businesses in rule-making; public order in the field of entrepreneurship; public-private partnerships; social responsibility of business; government regulation of business; government support for private enterprise.

The draft EC systematized forms and means of government regulation of business, such as: economic competition; authorization and notification; technical regulations; state regulation of prices; compulsory insurance; state control and supervision. At the end of the week the head of the Presidential Administration Nurlan Nigmatulin held a meeting with the executive secretaries of the central executive bodies. The meeting discussed the results of the ministries' work in the past year in the areas of achieving the strategic goals and objectives, personnel management, budget funds for public services, anti-corruption and legal assistance. N.Nigmatulin, head of the Presidential Administration, summarized the meeting and gave specific instructions to eliminate shortcomings in the work of the executive secretaries. He also instructed to strictly execute the acts and orders given by the Head of State.
