GOVERNMENT Weekly REVIEW - N. Nazarbayev addressed Assembly of Kazakhstan People. Government to work on liquidity banking system and business lending. PM led IV Int'l Conference

ASTANA, October 30, KAZINFORM /Rizvana Sadykova/  This working week President Nursultan Nazarbayev started with his momentous speech at the 15th session of the Assembly of Kazakhstan People.The Assembly was established as per the President's Decree as of March 1, 1995 as an advisory body under the Head of the State. The Assembly's goal and tasks are set forth in the President's Decree as of April 26, 2002.

 The Assembly's activity is directed to support interethnic and interfaith concord in the republic, elaboration of the state policy towards development of friendly relations among all ethnic groups living in Kazakhstan, promotion of their spiritual and cultural revival. The First President of the Republic of Kazakhstan is the Chairman of the Assembly'.The fruitful experience of the Assembly is widely known abroad. "The People's Assembly of Kazakhstan proved to be efficient power of the young Kazakh democracy... The People's Assembly of Kazakhstan is a unique institution established as the result of extremely Kazakhstani political partnership", the Head of the State noted. During the session Kazakh President proposed to establish a new Agency on religious affairs. "Today some young Kazakhstanis receive religious education abroad. There exist cases when they come under the influence of the extremist ideas that have nothing in common with religion", the Kazakh President said. "Our main confessions together with the state authorities could work with the youth more actively, helping them to get true religious knowledge", President noted. "Probably we need to establish special Agency on religious affairs. I charge the Presidential Administration and the Kazakh Government to work on this issue", the Kazakh President said.   

On Tuesday Nursultan Nazarbayev held a session with the akims of the regions and Almaty and Astana cities. Prime Minister Karim Massimov, Secretary of State - Minister of Foreign Affairs Kanat Saudabayev, Chief of the Presidential Administration Aslan Mussin attended the session. The President noted that with the world economies stabilizing and growth of prices for hydrocarbons and metals the internal situation in Kazakhstan's economy is also taking a turn for the better. The production output in the third quarter of 2009 increased by 4.3 per cent as compared to the index of the second quarter. In the fields of mining and agriculture the growth made 4.7% and 1.7%, respectively. The anti-crisis measures allowed to create about 400 thousand new jobs, including about 260 thousand within the framework of Road Map program. The country's housing and utilities infrastructure was modernized. About 1,500 facilities of social infrastructure were repaired. New roads were built. The Government allocated additional 11,000 educational grants and 40,000 credits for students. The President inquired about the progress of implementation of "100 Schools, 100 Hospitals" state program. The project is expected to be finished this year. However, the construction of 14 schools in South Kazakhstan region, 4 - in Kyzylorda region and 1 - in Astana is running behind schedule. Analogous situation is seen in hospitals construction. Only 64% of the allocated funds have been utilized to the moment. The President urged to ensure effective control over the quality of construction and timely commissioning of the facilities. He paid special attention to the forthcoming Asian Winter Games in 2011. The Kazakh leader gave a number of instructions on execution of the antirecessionary measures, Road Map program and other socio-economic tasks.

The same day at the sitting in the Government Prime Minister commissioned to submit proposals on provision of liquidity of the banking system and business lending in 2010. "Along with the decisions we make within the framework of the Stress Assets Fund it is necessary to offer proposals on how to ensure liquidity in the banking system and normal functioning, lending of the national business in 2010", Mr. Massimov said. He noted that in 2007-2009 the state support to the economy was strong enough. Kazakh Prime Minister Karim Massimov has urged Vice Prime Minister Umirzak Shukeyev to work on the topical issue of mortgage lending and shared construction today at the session of the Government. "You know that despite state support there are some problems in the field of mortgage lending, shared construction. I ask you together with the regional governors to address these issues in regions", K.Massimov said. He also noted that the issue must be addressed together with banks and Mayors of Astana, Almaty cities and Almaty and Akmola regions.

The Prime Minister also gave an instruction to Minister of Industry and Trade on the issue of development of industrial zones Tuesday at the session of the Kazakh Government. "Taking into consideration the best experience, we must think over how we can develop industrial zones up to working out special regulating law", K.Massimov noted. According to him, the issues must be resolved taking into account resources that we possess. Besides, the Head of the Government noted that it is important to define our foreign outlets in order to achieve a particular result in the nearest future. The Government has supported the deputies' proposal to allocate extra funds to ensure sale of export grain.

Minister of Economy and Budget Planning Bakhyt Sultanov has announced it in the course of the discussion of the draft Law "On amendments to the Law of the Republic of Kazakhstan "On national budget for 2009-2011" in the Kazakh Majilis. "At yesterday's session the Government backed the proposal made by deputies in the course of the draft law discussion, to allocate additional funds in order to favour sale of export grain", he noted. According to him, it is suggested to increase the amount of the Government's reserve by KZT 5 bln by expenditures optimization for development of the Khorgos International Centre of Boundary Cooperation JSC. "The specific mechanism is under elaboration, the Government will report on it", the Minister resumed. The same day, the Kazakh Majilis  approved the draft Law of Kazakhstan "On national budget for 2009-2011". The amendments made are connected with specification of the national measures of the country's social-economic development and with estimation of expected implementation of expenditures of the national budget of 2009. Based on the economy development results over January-September, 2009 and last tendencies at the world commodity markets there was held forecast specification of the macroeconomic indexes for 2009. Yesterday Mr.  Massimov has met with Deputy Chairman of the Russian Government Igor Sechin today, Kazinform refers to the press service of the Head of the Government. The sides exchanged opinions on the further development of trade-economic cooperation and integration processes between two countries. Kazakh First Deputy Prime Minister Umirzak Shukeyev and Russian Deputy Chairman of the Government Igor Sechin discussed the issues of cooperation of Kazakhstan and Russia within the Custom Union and in the field of energy. The sides complimented positive results of the work on a range of intergovernmental agreements in the field of transit of goods by the railway, oil and gas transportation field, and advance in the construction project of the third block of Ekibastuz Thermal Power Plant - 2.Upon the results of the negotiations the sides agreed to keep on the work at the expert level and hold standing meeting at the beginning of the second decade of November.

On October 28 Kazakh Ministry for Foreign Affairs welcomed the participants of the International conference on Kazakhstan's chairmanship in the OSCE "Challenges and Prospects, which was organized by the Kazakh Foreign Ministry with the support of the American NGOs - the Institute for New Democracies and the Center for Strategic and International Studies." As OSCE Chairman Kazakhstan will adhere to the principles of openness and consider the interests of all member states without dividing them into big or small, principal or secondary.", Vice Foreign Minister Konstantin Zhigalov said at the international conference on Kazakhstan's chairmanship in the OSCE. He noted that OSCE should revive the status of international forums on such topics as security and focus on conflicts prevention. "Special attention must also be paid to the humanitarian dimension, particularly in relation to religious and ethnic tolerance", he added. According to US Ambassador to the OSCE in 2001-2005 Stephan M. Minikes, the international community is ready to assist Kazakhstan in ensuring effectiveness of its OSCE chairmanship". Senior Associate of the Carnegie Foundation Martha Olcott noted that instability in Afghanistan, aggravation of the security situation pose potential risks for Central Asia, Russia and Europe. According to Mrs. Olcott, the discussion of the future of Afghanistan within the framework of the OSCE should be extended through the participation of Kazakhstan that has experience in CICA and SCO. It is to be noted that all foreign experts supported Kazakhstan's OSCE chairmanship highly appraised the preparatory work conducted by Kazakh authorities in anticipation next year's OSCE chairmanship.

On Thursday Kazakh Prime Minister welcoming the participants of the IV International Conference on "Initiatives of the e-Government-2009" called to develop a knowledgeable community in the country. The next 2-3 years we must do huge work. According to the last census 55% of the population has computer literacy, theoretically 1 200 000 people use internet, that is 12.5%. "We must raise our indices to the level of the developed countries. Industrial development is quite difficult task but we can make good progress in building knowledgeable community", the Head of the Government resumed. 

 During the conference Mr. Massimov gave several tasks to the Ministry of Defense and the Agency for Informatization and Communication. In particular, he urged the Ministry and IC Agency to transfer the military frequencies to the civil sector and develop the 3G sector by the end of the year. "I watched Russian President Dmitry Medvedev speaking at a conference on this issue yesterday.  As earlier reported, today the PM is participating in the IV International Conference on "Initiatives of the e-Government-2009". 3G is the third generation technologies of mobile communication - a set of services that combines high speed mobile access to the Internet and radio communication which provides for data transfer channel. 3G includes 5 standards of  IMT-2000 (UMTS/WCDMA, CDMA2000/IMT-MC, TD-CDMA/TD-SCDMA (China's standard), DECT and UWC-136). UMTS (or W-CDMA) and CDMA2000 (IMT-MC) are most widely used; they are based on the CDMA technology (Code Division Multiple Access). It is also possible to the use the CDMA450 standard. The 3G networks ensure high environmental security: the radiant power of the transmitter is much lower than that in other standards: the peak is 200 mW.
