GOVERNMENT Weekly Review. Premier meets with President of Russian Sberbank. President Nursultan Nazarbayev visits to Karaganda region, surveys Astana city developments.
Wednesday Nursultan Nazarbayev received Chairman of the Accounts Committee for Control over Execution of the National Budget Omarkhan Oxikbayev who reported on the results of the Committee's activity in the first half of 2009, and the issues on national budget replenishment, tax and customs administration.
August 27 Prime Minister Karim Massimov met with President of Russian Sberbank German Gref in the Ukimet Uyi (the House of Government).The parties exchanged their views on the current situation in the international financial markets, discussed the issues of bilateral cooperation in the banking sphere as well as activation of the Bank's activity at the Kazakhstani financial market. According to Gref, Sberbank of Russia has extended business in Kazakhstan by 20 per cent, and intends to increase it up to 50 per cent. "We discussed our projects being implemented both in Kazakhstan and Russia, and we have great plans on promotion of our cooperation", - G. Gref said.
This week President Nazarbayev had a working trip to Karaganda region. The visit was timed to the Constitution Day and the main holiday of Karaganda citizens - Miner's Day. The Head of the State was accompanied by Head of the Presidential Administration Aslan Mussin, and Vice Premier Serik Akhmetov. Governor of Karaganda region Nurlan Nigmatulin met with the President in the airport. In Karaganda region the President surveyed several businesses, production facilities, cultural and social institutions in Karaganda and the region's municipalities and took part in a festive event devoted to the Miner's Day. Nursultan Nazarbayev also surveyed the activity of the region, particularly the Strategy of Industrial-Innovative Development and the process of realization of the Road Map program in the region.
Friday the Head of the State surveyed Astana city developments. He visited several newly built residential complexes and in Astana and presented the new apartment keys to new dwellers. Nursultan Nazarbayev laid the capsule at the construction site of Abu Dhabi Plaza multifunctional complex in Astana. "This complex will beautify the city. It is a very important project", the Head of the State said. As reported earlier, the agreement on construction of this complex between the governments of Kazakhstan and the United Arab Emirates was ratified on July 7, 2009. The project is being executed by "Aldar EvroAsia" LLC. The author of the Abu Dhabi Plaza in Astana is famous British architect Norman Foster.
Today the President also examined the new bridge of Astana "M-3" which connects the left riverside area and the districts under development. With the military parade to march on the Constitution Day, the road traffic over the bridge will be opened on August 31. "This bridge will ensure growth of the right riverside area of Astana"", the President commented.
Nursultan Nazarbayev signed the Law "On counter-acting legislation (money laundering) of proceeds from crime and terrorist financing" aimed at determination of legal foundation for counter-acting legislation (money laundering) of proceeds from crime and terrorist financing as well as interaction of reporting entities, authorized bodies and other state bodies.
Another law signed by the President is the Law "On amendments to some legislative acts of the Republic of Kazakhstan on counter-acting legislation (money laundering) of proceeds from crime and terrorist financing". The Law is to bring a number of legislation acts into line with the Law "On counter-acting legislation (money laundering) of proceeds from crime and terrorist financing"; the press-service of the President said.
This week is marked by the events taken place both in Kazakhstan and abroad on the occasion of Kazakhstan Constitution Day on August 30. August 28 the republican scientific-practical conference titled "Constitutional initiatives of the President - factor of further development of the democracy" organized by the Ministry of Education and Science was held in Astana which gathered outstanding state and public figures of the country, deputies of the Kazakh Parliament, scientists, academicians and lawyers, educators of the leading educational institutions of the country take part in the conference. The participants of the conference discussed theoretical and practical aspects of the development of the civil society, prospects for formation of competitive political system and the role of the Constitution in this process.
Today, Friday the Kazakh Embassy in Uzbekistan held a briefing in Tashkent dedicated to the Constitution Day. Public figures, representatives of Uzbekistani mass media, scientific circles and universities took part in the event. The participants highly appraised the democratic and socio-economic improvements in Kazakhstan based on the Constitution.
The Embassy of Kazakhstan in Azerbaijan also held a press-conference in Baku on the occasion of the 14th Anniversary of the Constitution today. Extraordinary and Plenipotentiary Ambassador of Kazakhstan to Azerbaijan Serik Primbetov spoke at the press conference.
A meeting on the occasion of the Constitution Day took place in the Ministry of Transport and Communications that was led by Minister Abelgazy Kussainov. "The Constitution of Kazakhstan is the pledge of our decent life and authority in the world arena. Our duty is to treat the Constitution with due care", - he said at the meeting.
Senate Chairman Kassym-Zhomart Tokayev who leads the delegates of Senate paying a working visit to North Kazakhstan had a meeting with the ideological activists of the region and the faculty staff and students of North Kazakhstan State University in honor of the Constitution Day. "Constitution serves as a basis for a legal state. This main law of the country makes us know that the state trusts and respects us, and it teaches to respect law", the Speaker said.
On the eve of the Constitution Day Pavlodar region is planning to put into service 22 industrial, social and cultural facilities. Aksu Ferro-Alloy plant will launch the electric furnace, which was repaired ahead of schedule. Ekibastuz is going to open an educational and leisure center Kainar and put into operation an apartment house. A 100-seat kindergarten will be commissioned in Aksu. Pavlodar, Bayanauyl and Irtysh districts will open community clubs and a library. Lebyazhinsky district puts into operation a boarding school and a brick plant.
