Industrialization programme leads to brand new level of socioeconomic development, Aktobe region governor

AKTOBE. November 14. KAZINFORM /Samal Yendibayeva/ Favorable geographic location, unique natural resources and human potential for many years ahead have determined the fate of the Aktobe region to take the lead in implementation of the key state-run programmes of Kazakhstan.

The region is abundant in the elements of the periodic table; it takes the leading position in reserves of chrome in the world. Governor of the region Arkhimed Mukhambetov told Kazinform Agency of the results the region achieved for 20 years.

The region takes the leading position in implementation of the Forced Industrial and Innovation Development Programme. How do you develop the largest innovation projects included into the regional and republican industrialization map?

The region's economy, despite the world economic crisis, is being steadily and dynamically moving ahead, proven by the annual growth of key figures. Шn 1994 the gross regional product of the Aktobe region made 21.6 bln tenge, in 6 years this indicator increased fivefold to reach 105.2 bln, in 2005 it once again increased fivefold. In 2011 the region's GDP is expected to stand at 1 trillion 300 billion tenge or USD 11,000 per capita.

I believe the measures adopted by the President of Kazakhstan Nursultan Nazarbayev aimed at economic stability and new programmes, including the Forced Industrial and Innovation Development Programme, called to bring the country's economy to a brand new level of economic development, have greatly contributed to this.

The region was known for its developed mining branch of industrial production, but in recent years there is an upward trend in the processing industry. We have put into operation new industrial and innovation facilities, gas concrete and oil equipment plants, the only explosive materials plant in West Kazakhstan, and ground phosphate works.

Following the results of 10 months of 2011, the region industrial production hit the all-time high totaling 1 trillion tenge that is 107.9% against 2010. The regional industrial output grows year after year due to favorable investment environment, successful realization of the industrial and innovation development, and the Forced Industrial and Innovation Development Programme.

Machine building and chemical industry high-quality productions expand at outstripping rates.

In 2010 the region implemented 24 projects of the Forced Industrial and Innovation Development Programme. This year we plan to commission 27 innovation productions.

The largest oil companies of the region realize projects called to ensure associated gas comprehensive utilization to solve the pivotal environmental issues.

CNPC Aktobemunaigas JSC carries out two projects included into the regional industrialization map. The projects are called to increase oil production and multipurpose water use.

December this year the Kazahoil Aktobegas Company's utilization complex worth 41.7 bln tenge will be put into operation within the regional industrialization map. It will process 420 mln cu m of associate gas and solve its utilization problem. Till the end of the year we also plan to phase in another project of KazCopper Company - a cathode copper plant.

What could you say about the development of agriculture?

The region sets up productions based on implementation of innovation technologies such as water saving, drop irrigation and hydroponics, milk and meat productions using highly productive stock.

The regional industrialization map embraces 8 agro-industrial projects to the amount of 2.5 mln tenge. We put into service a commercial dairy farm for 1,100 animal units and a 1,500 tons hothouse complex, a stock breeding complex and a poultry farm. A number of projects will be brought into production at the close of the year.

We intend to boost cattle breeding and export the meat.

West Europe-West China international corridor runs through the region. What could you say about the main line construction?

The first 215 km long section of Karabutak-Irgiz-Kyzylorda region border was already put into operation. Aktobe-Martuk-border of the Russian Federation section is under construction. We plan to complete the Aktobe section of the trunk by the end of 2012. Undoubtedly, construction of the international main line will give an impetus to the development of the region, its transport and logistics sector. It will also open great opportunities for the development of small and medium entrepreneurship; create new job places for locals.

Could you brief on the development of small and medium business of the region?

We understand that the SME contribute both to competitive strength growth, economic diversification and revitalization of the socioeconomic life, especially in remote areas. Therefore, the regional administration prioritizes the development of small and medium entrepreneurship. The Government has adopted Business Roadmap 2020 Program. It reveals great opportunities for businessmen ranging from consultations and training to interest rate subsidies and construction of engineering infrastructure.

The region's housing construction is growing at high rates, especially through the housing construction savings...

For the past three years the deposit level of Zhilstroisberbank affiliate increased from 1.8 to 5.8 bln tenge. I think the population has understood that it is possible to buy available housing through the housing construction savings program. As a result, the region takes the lead in construction volumes and realization of apartments though this programme. In 2011 the region put into service 393 apartments that is 39% of the republican indicators. In 2012 we plan to put 516 apartments into operation, 645 in 2013.
