International organizations specializing in security issues getting better coordination during Kazakhstan's chairmanship in OSCE

ANA. November 15. KAZINFORM /Meiram Baigarin/ In view of the upcoming OSCE Summit 'Kazinform' National Information Agency disseminates a review of the press with the most interesting materials published in Kazakhstan and abroad on presidency of Kazakhstan in the OSCE and Astana Summit.

On November 13 Kazakhstanskaya Pravda published an interview with member of the OSCE Parliamentary Assembly, deputy of the Kazakh Parliament's Senate Bakbergen Dosmanbetov. The article is entitled "High honor and recognition".

"The fact that Kazakhstan is first on-post soviet space chairing the structure speaks in favor of changes inside the Organization", the Senator said.

He emphasized that Kazakhstan achieved an ambitious goal which none of the preceding chairmen managed to do - to reach consensus on OSCE summit. "I'd like to remind that the last top meeting was convoked 11 years ago, in 1999 in Istanbul. And Astana Summit after such a "pause" is indisputable success of Kazakhstan chairmanship", B. Dosmanbetov noted.

Another article devoted to the theme of the OSCE chairmanship published by Kazakhstankaya Pravda was entitled "Breakthrough on the OSCE space". It tells about the meeting of Kazakhstan President Nursultan Nazarbayev with the Collective Security Treaty Organization's (CSTO) Secretary-General Nikolai Bordyuzha.

At the subsequent briefing N. Bordyuzha said this year had been a breakthrough in the Organization - a lot of important events were organized on maintaining security, addressing of acute problems and their follow-up. "But the main achievement is the OSCE summit after an 11-year break, and with the majority of the member-states' leaders. It is a breakthrough. This presidency has influenced the security system itself on the OSCE space", the CSTO Sec-Gen noted.
He praised Kazakhstan's handling of Kyrgyzstan events, as the OSCE CiO, which is important for the work of both the OSCE and CSTO. The latter organization's envoys were regularly meeting to talk over the actions to undertake in order to help the Kyrgyz people out. That's what is really fruitful.
Besides, the meeting in OSCE of the five international organizations' officials - UN, OSCE, NATO, CSTO and CIS - first of this scale, and in the frames of the summit in Astana they are meeting for the second time. It points to coordination between the international organizations, N. Bordyuzha said.

In the article "OSCE: changes are inevitable" published on November 12 in the newspaper Izvestia Kazakhstan expert Mikhail Kaznacheyev told that consolidating the progress reached by Kazakhstan during the presidency over the OSCE would largely depend on the results of the OSCE Summit. For this purpose it is necessary that the summit in Astana on the scale of the decisions was comparable to the previous summit held in Istanbul in 1999. According to the expert, there is every reason to believe that it will. The Summit can be of paramount importance for the development of real directions of further development of the Eurasian security.

The Liter newspaper wrote about the roundtable devoted to the 20th anniversary of the Charter of Paris for a New Europe held in France. President of Kazakhstan N. Nazarbayev said the adoption of the Charter of Paris marked the end of the Cold War - the era of confrontation of Western and Eastern blocs, which lasted for nearly half a century.

Foreign Minister of France Bernard Kouchner noted that from the very outset France supported the idea of holding the OSCE Summit in Astana.

"I have no doubt that under your leadership the process of achieving a new vision of the Charter of Paris will start", said Mr. Kouchner addressing N. Nazarbayev.

Russian information agency Regnum quotes Secretary of the Armenian National Security Council Arthur Baghdasaryan, who told the Polish Rech Pospolita newspaper that Armenia expected concrete decisions from the OSCE Summit in Astana. The key issues for Armenia are Karabakh's independence, territorial connection between Stepanakert and Yerevan, and the security of Armenians living in Nagorno-Karabakh.

OSCE Secretary General Marc Perrin de Brichambaut gave an exclusive interview to the BBC Russian Service on November 12.

"We need such top-level meeting today and the Summit to be held in Astana is very important for us. For the first time a Central Asian country, located in the post-Soviet space, initiated and insisted on necessity of organization of the Summit and exerts every effort to hold it. All of this occurs in the region which is a key one for the security of the OSCE member states. To my mind, it is a great chance as well as great responsibility", Mr. Marc Perrin de Brichambaut noted.
