Kazakh Government OKs concept slated to reform construction industry

The document was introduced by Vice Minister of Regional Development Serik Nokin at the Cabinet meeting on Tuesday.
"The reform is based on the transition from the outdated method of technical rate setting to a more progressive parametric one. This will allow to apply alternative methods and solutions, introduce new scientific developments, technical solutions and innovations into design and construction in the country," Mr. Nokin said of the draft concept.
In his words, the concept will help create a new effective regulatory framework in the system of technical regulation that will form the development of high construction culture and raise the competitiveness of the construction industry in Kazakhstan.
Prime Minister Serik Akhmetov, in turn, stressed that new standards, legal acts and technical regulation are to be improved within the framework of the concept . In addition, nearly 56 laws are to be amended in this context.
"A lot depends on this concept - quality and building safety. Associations of the construction sector should be peculiarly interested in it. Without new standards, we will be unable to conduct reforms in the construction industry," Premier Akhmetov concluded.
