"The primary reason that this project has failed in the beginning, is the incompetence of specialist of our country  who have little understanding of what a space rocket complex is. There was no delivery terms, cost of the project's price that would exactly determine the cost of space missile complex in the agreement," T.Mussabayev said.

The Chairman of the Agency said that the initial cost of the project was USD 223 million, and now the cost of only land-based component of the complex was up to USD 1.7 billion, and the total cost of the project exceeded USD 2 billion.

In addition, the Kazakh side looked for the equal participation of the Russian side. But last year, the Russian side has launched a similar project, using heavy launcher "Angara" at the "East' launch site.

In this regard, according to T.Mussabayev, it was decided to create SMC "Baiterek" on the basis of the carrier rocket "Zenith", which belongs to the middle class, but can be modified in the upward to extra heavy.
