Kazakhstan eager to join Belarusian-Russian electronic trading system as from 2014
Nurlan Aldarbergenov remarked that the Eurasian Economic Commission had helped address the matter of transboundary usage of digital signatures for Belarus and Russia. The mechanism for the mutual recognition of digital signature formats has enabled the national regime for potential suppliers of Belarus and Russia.
The mechanism that has been worked out has promptly enabled the mutual participation of potential suppliers of the two countries in government purchases via digital trading platforms of Belarus and Russia. According to the Minister, similar work will be done in Kazakhstan this year in order to enable the mutual participation of potential suppliers via the digital trading platforms of the three countries as from 1 January 2014. It will also allow providing the national regime for the sake of fulfilling the agreement on state (municipal) purchases.
The Minister said that the Eurasian Economic Commission had taken response measures stipulated by the agreement on state (municipal) purchases. "Following the request of the Belarusian side provisos from the national regime introduced by Russian Federation government resolution No. 260 of 30 March 2012 have been looked into," he said. "Authorized departments of the Commission have ascertained the violation of rights of potential suppliers of Belarus. This is why the Eurasian Economic Commission board made the decision to order the Russian Federation to rescind the provisos from the national regime. In line with the decision Russian Federation government resolution No. 1389 of 24 December 2012 has been passed to remove the provisos".
Nurlan Aldarbergenov emphasized that cooperation between the member states of the Customs Union and the Single Economic Space had advanced to a higher stage. The authority to resolve many issues has been transferred to the supranational level and is successfully exercised by the Eurasian Economic Commission.
