Kazakhstan is already working under WTO
"There will be a lot of useful factors that will lead to WTO. It is freedom of movement of goods, labor, capital needed to agriculture, given that our export potential is huge, it has to be implemented, "said Asylzhan Mamytbekov.
Another thing, the minister said, is that it will intensify competition between domestic and foreign producers. Given all this, have been changed policy documents, has been adopted the relevant sectoral program until 2020, which will not lead to a decrease in state support measures.
"WTO itself does not involve closing the subsidy programs. There are issues for which we need to prepare - these support measures are like export subsidies. Most likely, we will have to abandon them. But this is only correctness of the chosen course of agricultural policy for diversification of crop production. We need to move away from monoculture, and that is just as much as you need, so you do not subsidize exports ", he informed.
As believed by him, the wheat for export to Central Asia, the Caucasus Mountains and China takes an average of about 6 million tons per year, and the internal demand is of 7 million tons. This means that for Kazakhstan it is not profitable to produce wheat more than 13 million tons.
"Frankly, we are already in the WTO because our partner in the Customs Union - Russia - joined it last year. With them we have no boundaries, and customs duties have been unified. In fact, we are already working within the framework of the WTO, and we are not witnessing anything out of the ordinary, " he concluded.
