Kazakhstan to introduce a two-tier system of criminal offense -Deputy Prosecutor General Merkel
ASTANA. October 24. KAZINFORM - Kazakhstan will be introducing a two-tier system of a criminal offense. This has been stated by Deputy Prosecutor General of the Republic of Kazakhstan Johann Merkel during the presentation of the draft of the new Criminal Code of the Republic of Kazakhstan in the Majilis.
According to Mr. Merkel, following the example of developed countries criminal acts are divided into criminal infractions and criminal offences. By criminal infractions one classifies small and moderate crimes, which amount to administrative offenses. Criminal infractions are punishable by softer kinds of punishments, statue of limitations for such offenses will be minimal, and the prosecution of criminal offenses would not be considered a criminal record.
The new Penal Code will contain the general and special parts comprising a total of 467 articles.
