Kazakhstan to launch target technology programs in 2013

KAZINFORM Kazakhstan will begin implementation of target technology programs developed within the first technology foresight next year, Deputy Minister of Industry and New Technologies Kanysh Tuleushin said speaking at the International Investment Forum "Investments to small and medium business as factor of sustainable growth of Kazakhstan".

"The President instructed to conduct technology foresight in the country to define critical for the country technologies that we should develop in the nearest 10-15 years. The foresight was held in the country for the first time and defined a number of priority technologies. A target technology program will be developed on each of the defined technologies. This is a new instrument for our country. It is presently debated and finalized and I believe we will launch it next year," K.Tuleushin said.

As earlier reported, development of 10 target technology programs was started n the country within the framework of the national science and technology foresight, managing director of the National Agency for Technological Development Zhumatai Salimov told.  

"We plan to work out 10 programs by the yearend. These programs will include detailed action plans on development of one of the critical technologies as well as the aspects of preparation of infrastructure, personnel training and conducting of necessary R&D," Z.Salimov said.

He also noted that 10 working group has already been formed to work on the programs for such sectors as the agro-industrial complex, oil and gas sector, ore mining sector, information and communication technologies, chemical industry and alternative energy, Kazakh PM's website reported.

These technologies are a part of the list of strategic technologies defined within the national foresight research conducted jointly with the KISTEP.

Z.Salimov also noted that both the government and business take part in development of the target programs. "Target technology programs are a triangle of collaboration of the government. Business and science, it means that the three parties will be jointly working on development of critical technologies," Z.Salimov resumed.

According to the Ministry, special attention is also paid to the innovation policy of the country. Thus, a package of instruments of support of innovative activity consisting of 100 paragraphs was developed.  

Besides, a list of priority foreign countries that would be involved in investment and innovative activities in Kazakhstan was made.
