Kazakhstan to report on climate change
National Communication is a report of a country on the efforts being made in the framework of implementation the Convention. The communication should reflect activities on inventory of greenhouse gasses, implementation of the policy on climate change mitigation, assessment of vulnerability and adaptation to climate change, as well as awareness raising. Kazakhstan submitted its First and Second National Communications to the Secretariat of the Convention in 1998 and 2009 accordingly.
For the first time Kazakhstan is preparing the National Communication in the status of the country of Annex 1 to the Convention. This implies greater responsibility, more rapt attention and close examination of the document by the Secretariat of the Convention. Therefore, the document should provide agreed, transparent, comparable and full information allowing detailed assessment and monitoring of the country's progress in the achievement of the goals under the Convention", - stated Ekaterina Paniklova, UNDP Deputy Resident Representative in Kazakhstan, the press release of the UNDP Kazakhstan reads.
The Document should be a source of information for the development of the national policy and strategic planning, measures on climate change mitigation, as well as measures on adaptation for key subjects of the social-economic sector. "For the last decade all of us observe improvement of general understanding of risks related to climate change. The efforts for integration the issues on climate change into the national policy and planning should be undertaken now already", Mr.Tolebay Adilov, Director of the Department of the Kyoto Protocol of the Ministry of Environmental Protection of the Republic of Kazakhstan comments.
While preparing the report new expert capacity will be developed in parallell, as well as the existing expert potential in the field of studies and analysis of the problems related to climate change will be strengthened.
The UN Framework Convention on Climate Change (UN FCCC, 1992), which came into effect on March 21, 1994, was signed by 180 countries of the world. The Convention specified the intentions of the parties to stabilize greenhouse gasses emissions on the level safe for the climate of the Earth. The Republic of Kazakhstan was one of the first countries, which ratified the UN Framework Convention on Climate Change in 1995 and in March 2009 the Kyoto Protocol, which specified economic instruments and mechanisms on the reduction of greenhouse gasses, was ratified by the country.
