Kazakhstanis celebrate Victory Day. Kazakhstan has background for establishment of new businesses in new economy sectors.

KAZINFORM /Balym Issenova/ Undoubtedly, the most significant event in our country?s life this week is Victory Day, the day which reminds us that new generations are alive because our grandfathers and great grandfathers made it possible for us. They sacrificed their lives so that we can rejoice our lives. On this day, May 9, we pay tribute to their memory, memory of those who had not come back from the war and few ones who are, fortunately, alive, live next to us and know first-hand of the horrors of those days. On this day all Kazakhstanis as well as people of former Soviet Union convey good wishes of health and prosperity to the veterans of the Great Patriotic War .

Our Government discussed this week a number of matters, rational distribution of productive capacities being one of them. As earlier reported, the Kazakh Ministry of Economy and Budget Planning was charged to develop the map of rational distribution of productive capacities, on the basis of which the estimation of the conditions of investment projects realization is to be held. PM K. Massimov said that establishment of the map of rational distribution of productive capacities did not imply renunciation of the principles of the market economy. He also noted that the key task of this year was the redistribution of investments of foreign companies from the raw material industry to the real sector of the economy. At the briefing after the session of the Government Vice Premier U. Shukeyev said that the Government was to support the projects that could move the country forward. U.Shukeyev noted that these innovation projects should cover infrastructure and energy. According to him, 20 projects under the ?30 corporate leaders? program have been already selected. They will be financed by Samruk Kazyna Fund together with private investors. The projects, aimed at introducing new technologies in agriculture, will be financed by KazAgro Holding. The Government also discussed the issues of creation of our domestic pharmaceutical productions, organization of the state purchase of medicaments. K.Massimov urged heads of the government agencies to make proposals on creation of enterprises on production of hi-tech competitive goods to satisfy domestic demands in the most popular pharmaceuticals. The Government has allocated 260 billion tenge to support SMEs, told Vice PM S. Akhmetov in the Internet conference. The Vice-Premier noted that prior to devaluation this amount was about USD 2 bln. During the first tranche of the stabilization program 48.8 billion tenge was allocated, 50 billion tenge - during the second stage. He emphasized once again that on the development of the third tranche 127 billion tenge was allocated. The Vice PM noted that all banks did their best and progress is ahead within one month. He thinks that all 127 billion tenge will be spent in May - first half of June, although the deadline is July 1. According to S. Akhmetov, agricultural processing and engineering appear to be the priority sectors of economy. Enterprises can obtain loans with interest rate 7-10 % per annum instead of 18-20% in the market, he said. Development of enterprises will have a multiplying effect not just in their sectors, but in the entire economy. At the ceremony of presenting keys to new apartments to a group of Astana residents President N. Nazarbayev also confirmed that Kazakhstan copes rather well with the crisis. He reminded that KZT 1.2 trillion was budgeted in antirecessionary program. He stressed that hardly any post-Soviet state could allocate such amount of funds, if we take a per capita index. N. Nazarbayev emphasized that he monitored the progress of implementation of the Government?s anti-crisis program. Funds allocated for the support of interest holders allowed many of them to receive flats. ?Till the end of this year 180 new objects will be commissioned in Almaty and Astana?, the President said. Mr. Nazarbayev also reminded that within the framework of the Economy Stabilization Program KZT 127 billion was allocated for the support of small and medium businesses, KZT 120 billion ? for agrarian sector. Besides, KZT 191 billion will be budgeted in creation of new jobs. The oil sector funds assigned for custody in the National Fund, i.e. KZT 600 billion, will be budgeted in solution of social problems: repair of schools, hospitals, roads. According to the Kazakh leader, this crisis has one advantage. ?Prices for many commodities, including fuel and lubricants, foodstuffs, construction materials, came down. We have an opportunity to build less expensive houses and offer it to our population?, he said. ?On the other hand, we have a background for establishment of new businesses in new economy sectors, small and medium businesses? He, who wants to work, can always find application to his abilities?, the President said.
