Kazakhstan's republican budget revenue to rise in 2025, National Economy Ministry

Kazakhstan expects growth in its republican budget revenue to 15.6 trillion tenge or the revenue-to-GDP ratio of 10.4% in 2025, Kazinform News Agency correspondent reports.

According to this year’s forecast, the figure is to rise by 2.9 trillion tenge. The republican budget revenue is expected to grow to up to 18.2 trillion tenge or by 16.4% in 2027 during the planning period. This is mostly attributable to economic development growth and improved tax administration as well as reduction of the share of shadow economy, said Deputy Prime Minister – Minister of National Economy of Kazakhstan Nurlan Baibazarov.

So, provision of the republican budget with own revenues is to stand at 63.7% in 2025, 75.0% in 2026 and 76.9% in 2027.

The guaranteed transfer, subject to the budget rule, amounts to 2 trillion tenge yearly. The target transfer is planned at 3,250 billion tenge in 2025 to finance socially important and strategic infrastructure projects as well as to maintain the pace of regional growth, said the Kazakh minister.

The minister went on to add that republican budget expenditure is to stand at 25.8 trillion tenge or 17.1% to the GDP in 2025, 23.2 trillion tenge or 13.7% to the GDP in 2026 and 24.6 trillion tenge or 12.9% to the GDP in 2027.

The fiscal and non-oil deficits are forecast at 2.7% and 7.3% to the GDP in 2025, respectively, with further decline to 1.9% and 4% in 2027, added Baibazarov.
