Majilis Speaker Nigmatulin: Public services a sphere of community spirit

ASTANA. March 6. KAZINFORM At the plenary session of the Parliament Majilis under the chairmanship of Speaker Nurlan Nigmatulin the Kazakh deputies discussed "On public service" draft law (second reading) with collateral amendments, the press service of the House reports.

Noting the importance of the bill, the Speaker said: "The scope of public services is a sphere of public sentiment. And so the bill is important and it is of high priority. It will not only increase the number of public services, but also will improve their quality. And, above all, it should be reflected in the social sphere. And this is one of the necessary conditions for effective cooperation between the government and society. That is what special emphasis is made on in Kazakhstan-2050 Strategy by the President.

The Committee for Economic Reform and Regional Development in its conclusion states that the main purpose of the bill is legislative regulation of public services, provision of uniform requirements for the procedure for public service delivery, clear lines of authority of state bodies in the sphere of public services, improvement of procedures for their support including in electronic form as well.

When working at the draft law the deputies made specific amendments aimed at establishing clear regulatory rights of recipients of state services, as well as the rights and responsibilities of providers of services, introduction of a new chapter identifying powers of the Government and the competent authorities in provision of public services, clarifying requirements for the development of standards, regulations and register of public services, explanation of the assessment and quality of government services and to improve standards for monitoring and public awareness of the quality and procedure for state service delivery.
