The Belarusian side is in favor of the treaty stipulating new avenues to promote integration in order to build a full-fledged economic union. In particular, Belarus is interested in pursuing a coordinated industrial policy, a single transport policy, in removing restrictions on services of natural monopolies, in creating a common platform for negotiations with third countries on matters, which are now within the jurisdiction of the Eurasian Economic Commission.

The heads of state are expected to hear out a report of the Chairman of the Eurasian Economic Commission Board on implementing the main integration avenues. The report will focus on the progress in accomplishing the tasks required for the operation of the Customs Union and the deployment of the Single Economic Space, the determination of parameters of the future development of the Eurasian integration project, including stages of the Eurasian Economic Union development.

Matters concerning international activities of the Eurasian Economic Commission are expected to be high on the agenda. Apart from that, the presidents will discuss amendments to Customs Union regulations following the development of the legal base and the institutional base of the integration association. In particular, the presidents will discuss the liquidation of the Customs Union Commission, which functions have been taken over by the Eurasian Economic Commission.

The draft budget of the Eurasian Economic Commission for the year 2013 is supposed to be adopted at the session as well.
