Mother of newborn baby in Kaliningrad awarded 100,000 roubles

KALININGRAD. November 1. KAZINFORM Governor of the Kaliningrad region Nikolai Tsukanov has awarded a certificate worth 100,000 roubles to the mother of a newborn baby boy born at a maternity center in Kaliningrad on Monday when the UN marks "Day of 7 Billion." The United Nations named October 31, 2011 as a day when the world is to see its seven billionth resident; Kazinform refers to Itar-Tass.

Kaliningrad's participation in a global innovational campaign "7 Billion Acts" conducted by the United Nations Population Fund ( UNFPA) will be of key importance in settlement of the assigned task to raise the population of Russia's "amber" region to one million by 2015, the governor said.

Recently, the government of the Kaliningrad region adopted a bill on a regional maternity capital worth 100,000 roubles paid to a family after a third child is born; the maternity capital paid to a family to which three babies are born simultaneously is one million roubles.

"We want to have healthy, handsome babies, and the authorities will create the necessary conditions for that purpose in the field of the health service and the social sector which deals with family problems," the governor said. The housing problem of the family who had a third child born on Day of 7 Billion will be settled in the near future, the governor said.

A councilor of the UNFPA programs in Russia Alexander Mordovin turned over a commemorative certificate "Born on Day of 7 Billion" to the Kaliningrad family.

The UN headquarters is to make a final decision on Monday as to who of the babies will be proclaimed the 7 billionth resident on the Earth. Russia claims this honorable status for three babies born in St. Petersburg and Russia's westernmost and easternmost cities - Kaliningrad and Petropavlovsk-Kamchatsky.
