MPs demand punishment for Maxat Ussenov for running over 6 in Almaty

ASTANA. KAZINFORM - Recently in the Majilis the deputies, discussing the draft of the new Criminal Code of RK, demanded amendments to the document which would not allow guilty persons to escape punishment for fatal accidents even in case of conciliation of the parties.

Scandalous case of Maxat Ussenov may affect the new Penal Code. Stumbling block between the deputies and the prosecutors was the so-called "conciliation of the parties". Majilismen believe that the perpetrators of fatal accidents that have escaped from the spot should be punished in any case.

Thus, MPs cited the example of a sensational scandal which involves a son of a high official, the young man did not suffer any responsibility for the death of a person. Majilismen demanded to make amendments to the new Criminal Code. On Jan 30 the head of the construction department of "Astana EXPO -2017" National Company Kazhymurat Ussenov submitted his resignation. "He submitted his resignation on his own free will", reported in the Department of Communications and Marketing of "Astana EXPO-2017" National Company JSC. As it was previously reported, on December 1 of the last year, a 23-year-old Maxat Ussenov, driving BMW X6, flew onto the sidewalk and run over six people. One of them, a 23-year-old Murat Karabalin died on the spot, the other pedestrians were injured. After the arrest the driver was put into the temporary detention center. Meanwhile, the father of the deceased filed a motion to dismiss the criminal case in connection with the reconciliation of the parties. On the basis of this statement and the fact that Maxat Ussenov had fully admitted his guilt, Almaly district court released the convict from custody. The offender was fined half a million tenge under two articles of the Administrative Code. Upon hearing the news about Maxat Ussenov's release from custody, many Kazakh people rebelled. Online petition was posted to reconsider the case against the guilty party. Currently, more than 22 thousand people have signed the petition on the website avaaz.org . It bears to remind that the petition also demanded to review the position of Murat Ussenov, Maxat Ussenov's father who was the head of the construction dept of "Astana EXPO - 2017" NC JSC.
