N. Nazarbayev's election programme is based on his State-of-the-Nation Address - A. Smirnov
"In January 2011 the Parliament of Kazakhstan adopted the amendments to the Constitution aimed at holding a referendum on prolongation of the presidential powers till 2020. The Head of State rejected this bill and submitted it to the Constitutional Council which recognized the document out of line with the Constitution. However, the Parliament using its constitutional right insisted on its position and adopted a corresponding law", A. Smirnov said.
"In order to solve this uneasy political collision the President of Kazakhstan used his veto power and the referendum was replaced by early presidential elections scheduled for April 3, 2011", he added.
The Ambassador acquainted the conference participants with the election programmes of the presidential candidates having noted that N. Nazarbayev's programme was based on the provisions of his State-of-the-Nation Address.
"It would not be an exaggeration to say that the President's Address to the Nation based on the goals of Kazakhstan 2030 Strategy symbolizes the beginning of a new stage in the country's life. In his Address the President outlined a certain range of objectives which must be achieved under the Forced Industrial-Innovative Development Programme. Particular attention is given to the social modernization of the healthcare system and languages development. Namely, three quite important state programmes on development of education, healthcare and languages have been adopted. The new social policy aims at further increase in pensions, scholarships and salaries", A. Smirnov stressed.
