Necessary to make amendments to law on state social procurement - Minister of Culture
sp;ASTANA. November 11. KAZINFORM /Damir Baimanov/ Kazakhstan legislation regulating state social procurement should be amended, Mukhtar Kul-Mukhammed, Minister of Culture and Information, has said at the VIII session of the Coordination Council on Interaction with NGOs under the Kazakh Government.
"Adoption of the Law "On state social procurement" in 2005 marked one of the stages of development of State-NGOs interaction", the Minister said. "The law allowed us providing necessary legal base for the work with NGOs. However, life changes and sets new requirements, therefore we must introduce amendments to several legislative acts", M. Kul-Mukhammed stressed.
In turn, President of "Adam" Strategic Researches Fund JSC Tolegen Tortayev noted that the law on state social procurement had been developed in the absence of constitutional bases. "In accordance with the current Constitution the NGOs may be financed by the state too. Besides, Tax Code, laws on labor and budget should be amended", Tortayev considers.
