The remarks were made just one day after NATO decided to assume full command of military operations, including arms embargo, a no-fly zone and protecting civilians by airstrikes, from the United States.

All 28 NATO countries are expected to participate military operations against Libya "either directly or indirectly," Oana told a press briefing.

"Everybody is hoping this operation will be as short as possible. It is clear to everyone there is no purely military solution for the crisis in Libya...there will be a peaceful solution," she said.

NATO Secretary General Anders Fogh Rasmussen is scheduled to attend the international conference on Libya in London tomorrow, which will "provide broad political lines to ensure that there is momentum for a peaceful process on the ground in Libya for a peaceful solution," she said.
