OSCE Summit participants to define joint policy on combating old and new threats on Euro-Atlantic and Eurasian space - Nursultan Nazarbayev

within the presidency of Kazakhstan in the OSCE. At the time of today it is the reality.

At the informal meeting of the OSCE Foreign Ministers Nursultan Nazarbayev said: 'Holding the OSCE Summit in Kazakhstan will be considered as respect to the people of Kazakhstan and the country that first closed the largest nuclear weapons testing site and would become a uniting part of the Asian and European part of the OSCE'. According to Nursultan Nazarbayev the OSCE Summit will promote the image of the Organization at the world arena.

There are no doubts about it now. According to many politicians and experts our country has made great progress over the past nine months.

Kazakhstan has set priorities while being a presiding country in the OSCE. These four priorities are to be reached at the Summit inn Astana.

Naming them we should start with the first one which is the start of work in new context within basic principles of the Organization in accordance with the Helsinki Final Act, the Charter of Paris for new Europe and the Charter for European Security.

The second one aims at paying attention to unsolved problems of security in the OSCE region including control of armament and peaceful resolution of protracted conflicts.

The third one was activation of the measures of countering transnational threats such as human trafficking, international terrorism, organized crime and internet terrorism.

The fourth priority was the 'Cofru Process' in regard of increasing the effectiveness of the OSCE within the principles of comprehensive and invisible security.

However, the presidency in the OSCE gave opportunities for productive activities for Kazakhstan. Kazakhstan became the first post Soviet Union country to preside in the OSCE and at the same time it became a representative of the rest of the CIS. The International Parliamentary Conference on 'The OSCE and the CIS: New Opportunities and Prospects' that is to be held in St. Petersburg a month before the Summit of the Organization will happen from this point of view.

The results that Kazakhstan has achieved while presiding in the OSCE are astonishing. First of all it is the situation in Afghanistan where the situation has been the most unstable in the world including drug and weapon trafficking, organized crime, terrorism and religious extremism. The OSCE wants to see Afghanistan as safe, stable, free and prosperous country. Although so many years of war proved that it is hard to ensure stability in this country by this way. That was the point why Kazakhstan as a presiding in the OSCE country paid much attention to humanitarian part of the problem and to development and realization of the projects to help Afghanistan.

According to many international experts Kazakhstan perfectly and correctly reacted on the conflict in Kyrgyzstan. It was one of real tests for the presidency of Kazakhstan. It was one more moment for Nursultan Nazarbayev to prove himself as a politician of a world top level.

'The situation in Kyrgyzstan became the challenge for the stability of the whole region. It needed effective measure from the OSCE and the other international organizations', the President of Kazakhstan noted.

Head of the OSCE Research Centre Wolfgang Zelner said that it was very important that Kazakhstan acted as the OSCE chairing country.

At the time of today the agenda of the upcoming Summit is of highest interest. According to Nursultan Nazarbayev the participants of the Summit will have to define common policy on old and new threats within all three dimensions of the Euro-Atlantic and Eurasian space. The Summit in Astana is called on to define strategic direction and the 'Road Map' of the OSCE development.

'The contents of the Summit will include the relevant issues on security of the OSCE responsibility region, situation in Afghanistan and issues of tolerance. The Summit will help the OSCE adjust to the modern challenges and threats and increase trust and respect for the Organization among people', the President Nursultan Nazarbayev noted. The Head of State also said at the OSCE Conference on Tolerance and Nondiscrimination that it was time to start Eurasian economic integration of our countries. Economic integration of the Asian part of the OSCE and its European one was a key to economic prosperity and real foundation for dialogue between our countries.

According to Nursultan Nazarbayev it was necessary to change language, migration, religious, cultural and educational policies of the OSCE member states and come to the agreement that was proposed to call 'The OSCE towards tolerance in new decade'.

Mainly the Summit in Astana will cover the issues on countering new challenges and threats for stability and security on the territories of the OSCE responsibility region.

Upon the completion of the negotiations the participants would adopt general policy declaration aiming at establishing community of truly indivisible security of the Euro-Atlantic and Eurasian space based on common values and principles.

As OSCE Secretary General Marc Perrin de Brichambaut noted the Summit in Astana would help to come to a new stage of development of the Organization. 'We have to recognize the progress that we made together', he said emphasizing that it gave opportunities to return to the issues that were not finished, in particular, it was the Charter of Paris.

Besides, the Summit will give full assessment of the work done by Kazakhstan for the year of presidency in the OSCE. The entire world community watched Kazakhstan at the post of a chairing in the OSCE country.

It should be reminded that the Heads of 56 countries, the OSCE members, 12 partner countries and 63 international organizations are to take part in the Summit. Besides, around 1.5 thousand foreign journalists will come to Kazakhstan for covering the event.
