President held session of National Security Council
Issues of the national security strategy, transport and food security, development of a new military doctrine, new foreign policy concept as well as the issues of modernizing the law-enforcement system, struggle against religious extremism and terrorism and struggle against corruption were discussed at the session.
The Head of State appreciated the process of implementation of the 2010 National Security Strategy of Kazakhstan. The necessity of finding the best ways and mechanisms to respond adequately on current risks and challenges was emphasized.
Assistant to the President - Secretary of the National Security Council Marat Tazhin reported on the state of the national security and tasks for the next period.
The following results of realization of the National Security Strategy in 2010 were emphasized.
Holding of the 7th OSCE Summit in Kazakhstan takes special place in the foreign policy of the country. The adoption of the Astana Declaration indicates the return to the Spirit of Helsinki in the XXI century.
Establishment of the mechanisms for crisis response within the CSTO provides using of the Organization's potential in case of emergence of internal crisis at the territories of the Organization member states. Besides, the agreements on functioning of forces and units of the collective security forces, including the CSTO Collective Rapid-Reaction Forces and the Collective Peacekeeping Forces were achieved last year.
The launch of the Customs Union was an important step towards establishing the Single Economic Space providing free movement of goods, services and work force as well as the common market with 170 mln people.
In the country's military security provision sphere new documents on strategic planning were developed under the instructions of the President. New military units were formed. Work on further arrangement of the state border is continued. The country held a number of large-scale military exercises, including the CSO "Peace Mission 2010" exercises.
In the economic sphere the country started realization of the Strategic Development Plan of Kazakhstan till 2020 and the State Program of Forced Industrial-Innovative Development for 2010-2014. National and regional industrialization maps have been developed as well.
Measures on strengthening the financial stability were taken in the banking and financial systems. This allowed to increase the country's international reserves. The volume of deposits in banks grew by 15.9%. The pension savings exceeded KZT 2.2 trln.
The reform of some dimensions of the law-enforcement activity and the judicial system was held last year as well. By the instruction of the President the legislation in the part of humanization and decriminalization of the criminal law was revised.
The number of public servants was reduced by 15% within the administrative reform.
In the field of environment protection the country started realization of "Zhassyl Damu" Program and seven regional projects on reconstruction of treatment facilities.
The Program of development of informational and communicational technologies for 2010-2014 was adopted in the information security sphere.
Summing up the results of the realization of the National Security Strategy the Head of State emphasized the importance and effectiveness of the work on strengthening security and stability conducted in the country.
In this regard the President set a number of tasks before the Government and the state bodies. These are development of a new draft Law "On national security" and strategic documents in this sphere, new Law on the internal affairs bodies, etc.
The Head of State also charged the Government to prepare the draft Law on amnesty due to celebration of the 20th anniversary of the Kazakhstan's independence.
Discussing the issue of transport security and transport potential development the President noted that the country has paid great attention to the transport sector and transport infrastructure development. The sectoral program provided allocation of KZT 2.8 trln for this purpose.
Effective development of transport will benefit the country's economy, providing trade growth, reducing the rate of transport expenditures.
In this regard, the modernization of the transport infrastructure is one of the important directions of the State Program of Forced Industrial-Innovative Development.
Minister of Transport and Communications Abelgazy Kussainov reported on the result of realization of big transport projects and measures on promoting transit attractiveness of Kazakhstan and transportation security provision.
The Minister informed that KZT 1.4 trln has been disbursed in development of the transport-communications complex in last 10 years.
To date 58 projects aimed at increasing the main indexes of the transport-communications complex are realized in order to achieve the increase in the gross value added on transport by 63%.
The quality of 85% of the national and 70% of local roads is planned to be brought to good and satisfactory levels.
Works on development of transport security will be organized within the realization of the President's Address to the Nation.
The participants of the session noted that the annual trade turnover between Europe and Asia has made about USD 400 bln. This figure is expected to reach USD 1 trln by 2015.
In this regard, the Head of State paid attention to creation of conditions for passage of a part of this freight through the territory of Kazakhstan.
The set tasks regard the effective use of transit potential of the oil and gas pipelines and power lines.
In this regard, the President charged the Government and state bodies to analyze the factors and conditions influencing on the transport abilities of Kazakhstan and take necessary measures.
The Secretariat of the National Security Council was charged to control over the implementation of the set tasks.
