ylgan Sabatayev (1874-1921) was a public figure, first Kazakh agronomist, member of Alashorda Government.

He was born in Aul Nr. 7 of Great Almaty Volost in Vernensk district of Zhetysu region. He graduated from Vernensk Male Gymnasium, Institute of Eastern languages in Moscow and Moscow Agricultural Institute.

In 1899-1906 he worked as a translator of Pishpek, Zharkent district administration of Zhetysu region. In 1901-1906 he was the translator of Zharkent district administration, service worker of the institution for resettlement in Zhetysu region; in 1906-1908 he was the serviceman of the Chief Administration for farming and habitancy in Zhetysu region; in 1916-1917 he was the serviceman in Lepsinsk district.

He was the active participant of Alashorda movement. In 1917 he was elected as the member of Alashorda Government at the 2nd All-Kazakh congress. In 1918 he participated in the 2nd Congress of Kazakh people in Zhetysu region in Verny city.

In 1918 Bolshevists arrested Alash heads as O. Alzhanov, I. Zhainakov and S. Sabatayev. A month later S. Sabatayev was discharged form prison and moved to Semipalatinsk. He took part in formation of the 1st Alash military regiment in Semipalatinsk. In November he became the chief specialist for agriculture.

In 1921 he was killed in the line of duty.

S. Sabatayev was one of the first who translated for 'Al-Sharkiyat' (Moscow, 1914) several literary works of Abay and M. Dulatov into Russian language.
