Senate Committee considers a number of int’l instruments
The agreement was concluded in May 28, 2014 to establish a legal framework for cooperation of the competent authorities in order to provide mutual assistance in emergency situations. It is worth noting that the document consists of fifteen articles. The draft law provides rules on the procedure for entry into force, the procedure for making changes and additions. In addition, the enlarge meeting of the committee has considered a bill "On ratification of the agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Tajikistan on cooperation in civil defense, prevention and liquidation of emergency situations." The agreement was concluded in the city of Almaty in September 6, 2014. The document is a legal framework for collaboration of Kazakhstan and Tajikistan in civil defense, prevention and liquidation of emergency situations. The Agreement defined the competent authorities, forms of cooperation, forms of assistance, the procedure for mutual assistance in disaster response, as well as coordination of joint activities. Additionally, there are rules that define the order of entry into force of amendments and additions, indemnification procedure and dispute resolution. Ratification of the agreement will contribute to reduction of disaster risk and minimization of negative consequences of emergency situations both natural and man-made on the territory of Kazakhstan and Tajikistan. Moreover, the committee has considered a draft law "On ratification of the protocol on amendments and additions to the protocol of the agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Uzbekistan on the crossing points of the Kazakh-Uzbek border as of September 4, 2006". In addition, the protocol provides for reducing the number of road checkpoints from 10 to 6 in connection with dwarf of movement of goods and vehicles. The documents have been submitted to the House, the press service of the Senate reported Tuesday.
