This bill is elaborated for implementation of international standards in the sphere of customs affairs due to upcoming Kazakhstan's accession to the WTO. The Convention is a universal international treaty of interstate character, which was adopted within the framework of the World Customs Organization. At present the organization includes 174 states, 59 out of them are participants of the Convention. The Convention is aimed at promoting development of the world trade by adoption of standard simple customs rules and procedures; wide implementation of IT; improvement of methods of customs control; establishment of partnership relations.
