Senate Speaker's view on role and significance of President's Address to People
ASTANA. March 10. KAZINFORM Senate Speaker Kassym-Zhomart Tokayev chaired a regular plenary session of the Senate; Kazinform refers to the Senate?s press service.
Opening the session at the joint session of the Parliament on March 6, the Speaker introduced his view on the role and significance of the President's Address to the Nation.
K.Tokayev noted that the President?s Address gave irrefragable answers to all questions, which worry our society in this difficult crisis period. According to the Speaker, the Address contains an objective analysis of the current situation in the country and defines priority tasks set on the agenda. And the most important thing - the Message identifies specific actions to improve state policy in all spheres.
?The President emphasized that despite objective adjustment rate, a specific strategy for the development of the country until 2030, remains unchanged. Prosperity, security and improving the welfare of all Kazakhstanis remains an important challenge for our country?, the Chairman of the Senate said.
Noting the President?s proposal on appropriation of funds to the district maslikhats to address local problems and issues of employment, the speaker stressed that the issue should be included in the work of the Council on Interaction with local representative bodies, acting in the Senate for about two years.
Over the years of independence Kazakhstan held structural economic reforms, created a solid export potential, carries out a diversification of production. Because of it today we have a solid margin of safety and can conduct sound and effective anti-crisis policy.
Noting a special significance of maintenance of the created model of the state identity, stability, peace and harmony in the society, K.Tokayev emphasized that the President?s call for a unity in the crisis imposes responsibility on the Parliament, its law -making activities.
Touching upon issues regarding control over implementation of the anti-recessionary measures, explanation of the main provisions of the President?s Address, the Speaker expressed confidence, that the parliamentarians will take an active part in this important activity.
During the discussion of issues on the agenda, the deputies, considered the document, which touches upon the ratification of the Protocol on establishment of provision on organization of interaction of frontier and other agencies of the CIS member-states in rendering assistance in the emergence of the crisis at external boundaries and its management, and directed the draft law to the Majilis.
Draft laws ?On amendments to the Law of Kazakhstan ?On holidays in the Republic of Kazakhstan? and ?On amendments to the legislative acts on ensuring security of individuals involved in criminal proceedings ? were adopted.
