Senators discuss bill on ratification of Convention on Prohibitions or Restrictions on Use of Certain Conventional Weapons
ASTANA. January, 20. KAZINFORM /Muratbek Makulbekov/ At the meeting of KZ Senate Committee on International Relations, Defense and Security headed by Kuanysh Sultanov the senators discussed the draft bill ?On ratification of the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons? and protocols to the Convention: Protocol I on non-detectable fragments, Protocol III on incendiary weapons and Protocol IV on laser blinding weapons?, Kazinform correspondent reports.
According to Vice-Minister of Defense Bolat Sembinov the Convention was adopted on October 10, 1980 and came into force on December 2,1983.
B. Sembinov emphasized that Protocols are an integral part of the Convention: the Protocol on non-detected fragments -the main effect of which is causing injuries by fragments which are not found in the human body while X-raying; the Protocol on Prohibitions or Restrictions on the Use of Incendiary Weapons prohibits the use of incendiary weapons against civilian population and civilian objects, restricts its application to plant cover and military installations, the Protocol on Blinding Laser Weapons prohibits the use of laser weapons.
After discussion it was decided to submit the bill to the Senate with a recommendation for its adoption. The Plenary Senate session will be held on January, 29.
