Social safety system develops ? Nur Otan National Platform implementation

The system of social protection develops; volumes of the state support of socially vulnerable population increase in the country. In particular, from January 1, 2009 amounts of the state social security increased by 12 percent at the average. The average amount of the state social security on disability forms KZT 14.066, on loss-of-breadwinner ? KZT 12.662, on the age ? KZT 7.223. Amounts of the state special allowances are increased: on the list #1 ? to KZT 11.691, on the list #2 ? to KZT 10.694. In accordance with the three-year national budget for 2009-2011, it is foreseen increase of amounts of the state social security by nine percent annually for further improvement of the population?s living standard. 102 state medical-social establishments, 127 branches of social assistance at home for families, which raise children with disabilities, 321 branches of social assistance at home for old people and invalids, 10 rehabilitation centers for invalids function in the country. This year over KZT 8.6 bln are foreseen for benefit payments to families from the local budgets, including KZT 2.1 bln - target current transfers from the national budget. The volume of payments foreseen by the legislation from the State Social Insurance Fund formed KZT 14 bln as of May 1, 2009. Redistribution of the budgetary funds in the three-year budget allowed to strengthen social component of the budgetary payments. The aid amounts to KZT 871.6 mln and increased by 4.3 percent against 2008. The average amount of targeted social assistance increased by 8.9 percent against the similar period of 2008 and formed KZT 1875.3 mln. Over KZT 4.3 bln are foreseen for payment of housing assistance in the local budgets, including transfers of the general nature to housing assistance ? in the amount of KZT 3.8 bln. Besides, compulsory social insurance of pregnancy, childbirth and motherhood for working women was introduced.
