The ministry said in a statement that at the celebrations in the Russian capital Seoul will be represented by the president's special envoy, Yoon Sang-hyun of the ruling Saenuri Party. "The visit of the special envoy that will coincide with the 25th anniversary of establishment of diplomatic relations between the two countries should boost their further strengthening," the ministry said. South Korea's Chosun Ilbo newspaper reported that the president has taken into consideration the situation around Ukraine and the fact that the leaders of Germany, the United States and other countries have decided to skip the celebrations in Moscow. Russian Foreign Minister Sergey Lavrov said in mid-March that Moscow had sent invitations to 68 leaders of foreign states and also the heads of the United Nations, UNESCO, the Council of Europe and the European Union. Among those who have confirmed their plans to participate in this year's celebrations are the leaders of China, India, South Africa, Mongolia, Vietnam, Cuba and North Korea, he said. Source: TASS
