It should be emphasized that terrorism is an alien phenomenon for Kazakhstan; it contrasts with our traditions and has no historical roots in our society.

For the past 20 years of its independent development Kazakhstan has pursued policy aimed at social stability, consolidation of interethnic and interfaith consent. Tolerance, respect for customs and traditions, and recognition of people's right for free choice of confession underlie the Kazakh model of relations between the various ethnic groups and religious communities.

Our country, thanks to stable socioeconomic and political development over the years of independence, leads the region. Kazakhstan pursues its own policy, builds up ties with neighboring countries on the principles of equality, friendship and good neighborhood. Nevertheless, there exist some forces which dislike Kazakhstan to become a strong country that maintains law and order. It cannot be ruled out that the foundation of the Customs Union and strengthening of Kazakhstan's southern borders intercept drug trafficking through our country, and, correspondingly it hurts interests of the certain criminal world. And the activity of religious fanatics including those with criminal history is aimed just at destabilization of the country's situation, i.e. it may benefit only destructive forces.

We should understand that terrorist acts occurring in Kazakhstan are not just a challenge to the government and state agencies. It is the challenge to the society. Terrorism is directed against deep-rooted friendship, good neighborhood and tolerance. Terrorists want to breed mistrust in the government and sow discord in the society, and as a final result to derive us of our confidence in future. Every one should show vigilance and support the government crime control efforts.

The December 3 clash in Boraldai between the National Security Committee unit and militants aroused the whole country. Refusing to give themselves up and offering armed resistance the militants were killed. Two police officers died.

Kazakhstanis may make no doubt that war on terror will be incessant and uncompromising. The country's law enforcement agencies exert efforts to protect health and lives of our people, to maintain law and order and stability in the country.
