ASTANA. January 12. KAZINFORM. /Muratbek Makulbekov/ The year of 2010 was successful for Kazakhstan. Great achievements in pursuing the country's foreign policy that raised widely the prestige of the state in the international arena are entrenched by solid social indicators, the Kazakh PM told at the government meeting on Tuesday.

The preliminary data bespoke the main goals set by the President have been already solved. The country's GDP growth made 7%. It is a good result, thereat industrial output rose by 10%. Undoubtedly, new facilities launched under the Forced Industrial and Innovative Development Programme affected the overall picture. 152 such facilities with total cost of KZT 800 bln were put into service last year. Besides, the formation of the Customs Union let gain considerable economic growth. The export-led growth of commodity turnover with Russia and Belarus surpassed USD 50 bln.

In large the country's economic growth ratio corresponds to the planned one.

According to the Kazakh Agriculture Minister the food security is ensured. Kazakhstan possesses enough grain to supply the domestic needs. As of January 1 the country has 9.3 mln tons of grain. As of January 1 the country's grain volume makes 9,3 mln tons. 2,6 mln of it is the stabilization fund grain sold at fixed prices under the memos signed. It is sufficient to supply the domestic needs until the new crop is ready and supply the export markets too.

Vegetable oil and cereals stock meets the actual needs of the home market. To date the country's vegetable store sellers and gross outlet chains storehouses keep 900 000 tons of potato, 150 000 tons of carrot, 100 000 tons of onion.

Vice Minister of Industry and New Technologies Albert Rau said that all the regions of the country are provided with stable access to electricity and district heating. In whole the fuel reserves of the country's energy sources makes over 3.4 mln tons of coal and over 116 thousand tons of heating oil.

Following the results of the sittings the PM gave a number of tasks. In particular, the Premier charged to monitor foodstuff pricing. Price formation and inflation should be prioritized this year. To speed up industrial development of Mangystau region Minister of Industry and New technologies Asset Issekeshev was charged to study the possibility of establishing free economic zones there.

On January 10 the Ministry of Communications and Information, Transport and Communications Ministry summed up the 2010 results. The key figures made public there suggest high efficiency of the plans and development programs the ministries have implemented.

Pursuant to the President's commissions a national railway network is being formed. It will let streamline quickway goods traffic domestically and abroad. Construction of "Zhetygen - Korgas" and "Uzen - state border with Turkmenistan" lines are under construction.

Summing up the results of 2010 the Head of the Ministry has alslo informed on the plans for 2011. The budget of the transport and communications complex will make KZT 333.3 bln. 80% or KZT 262.8 bln out of it will be spent for road sector development..

According to him, 3 800 km of roads will be repaired out of the allocated funds. 50 000 people and 10 000 units of road building equipment are to be involved in "West Europe - West China" road construction this year.

A.Kusainov also informed that a toll system would be put into operation at "Astana - Schuchinsk" autobahn in the second half of the year.

Prime Minister Karim Massimov charged the Ministry of Transport and Communications to reduce burden on the state budget and tap market mechanisms in further work.

As Communications and Information Minister Askar Zhumagaliyev reported, 60 thousand domain names are registered in the Kazakh sector of Internet.

Last year 12.3 million people visited daily Kazakhstan sites. The volume of advertising revenues in KazNet rose to USD 6 mln. We understand, we have great potential, because all the conditions have been already created, A.Zhumagaliyev said.

According to him, it is expected that the volume of advertising revenues in Internet will increase by 20 percent. Zhumagaliyev said that further work will be directed to development of electronic commerce.

As stated there, this year residents of South Kazakhstan, Almaty, Zhambyl and Aktobe oblasts are to be provided with broadband Internet.

"We elaborated the project along with Kazakhtelecom JSC and Ministry of Internal Affairs, allocated corresponding frequencies. The Republican Budgetary Commission decided to devote funds. The Ministry of Internal Affairs will change its frequency resources and transfer to other ranges. And we will have an opportunity to provide rural areas with broadband Internet", A Zhumagaliyev said.

According to him, at present Kostanay oblast has broadband Internet. It is planned to provide the rural residents of South Kazakhstan, Almaty, Zhambyl and Aktobe oblasts with broadband Internet. Other regions will be provided with broadband Internet in 2012. Also a new radio entitled Madeniyet (Culture) is planned be launched on the ground of Khabar and Kazakhstan TV stations in March 2011. In September 2011 it is planned to launch Madeniyet TV channel also on the ground of Kazakhstan TV station. The new channel will broadcast in the Kazakh language only.

Winding up the meeting Karim Massimov reminded that the task set by President Nursultan Nazarbayev back to 2005 aimed at joining the 50 most competitive states of the world is still the key one.
