He was born in North Kazakhstan oblast. Toksan bi was a representative of the Kerei tribe of the Middle Zhuz. His father Zhabai was one of the famous offspring of outstanding Abylai Khan. His grandfather Kara bi made a great contribution to Toksan?s worldview formation. Kara bi taught Toksan oratory, shared his experience in solution of problems. From childhood Toksan together with his grandfather met with famous biis-orators and participated in oral competitions. Toksan bi was distinguished by justice in solution of problems. He had a great authority with the tribes Kerei-Uak and Atygai-Karaul. The bi condemned lineal feud, negative character traits of people and called on them for concord. Toksan bi died in the district of Gabit Musrepov (North Kazakhstan). In 2006 a mazar of Toksan bi was opened in North Kazakhstan oblast. One of Petropavlovsk streets is named after the bi.
