Training course developed by the EU PPP project started in Astana
Among selected participants are officials of PPP Centers (national and regional) as well as civil servants from Ministry of Economic Development and Trade, Ministry of Healthcare, and the Agency of Urban Utilities, the press service of the EU Delegation to Kazakhstan reports.
The Public Private Partnerships project, funded by the European Union, is providing technical assistance to the Ministry of Economic Development and Trade (MEDT) and Kazakhstan's Public-Private Partnership Center (PPP Center) to support their efforts to reform and modernize the PPP system.
The EU team delivers technical assistance to help the MEDT create an enabling legal framework for PPP, making it more transparent and supportive for private sector investments. The project provides training and capacity building for Kazakhstan's institutions on central and regional levels providing them with the appropriate tools and procedures to implement PPP projects. The project also supports the Government's efforts in structuring pilot PPP transactions in transport (BAKAD) and in social sectors (multi-profile hospital).
The TOT training program, held at the PPP Center in Astana, will be delivered over the course of two weeks. The project team utilizes the Instructional Systems Design (ISD) methodology as its structured approach to training and capacity building. This methodology has been successfully implemented in many countries with extraordinary results in the area of knowledge and skills retention. ISD consists of standardized processes applied to the entire sequence of training activities: curriculum planning, course development, training delivery, and course evaluation.
The sustainability and success of a comprehensive training program depends on creating the appropriate delivery framework for imparting training courses. One attractive option for consideration is further development of expertise of the PPP Center as a main institutional counterpart for training of trainers and the repository of sustainable institutional capacity to develop and deliver general and specialized PPP trainings across Kazakhstan.
The project "Promotion of Public Private partnership in the Republic of Kazakhstan" is funded by the European Union totaling EURO 1.6 million over the course of 18 months, starting in October 2010.
