We must restore people's trust in authorities - President of Kyrgyzstan Roza Otunbayeva

BISHKEK. November 24. KAZINFORM /Arnur Rakhymbekov/ President of Kyrgyzstan Roza Otunbayeva met yesterday with the members of the public supervisory boards under the country's state bodies. The meeting took place in the House of Government in Bishkek and was attended by Head of the Presidential Administration Emilbek Kaptagaev and the representatives of pilot state bodies and international organizations.

Welcoming the guests the President of the country said that the Decree signed on September 29, 2010 aimed at widening and implementing the forms of interaction of state bodies and local executives with the institutions of civil society as well as at ensuring transparency of the procedures of adoption of decisions and their implementation taking into consideration the society.

"Our taxpayers have a right to know what the budget and the funds allotted by the international organizations are spent for. We must ensure transparency and openness of utilization of budgetary means. Public supervisory boards must assist in achievement of this goal and establish close ties with the population in order to be assessed objectively", R. Otunbayeva stressed.

According to her, if this initiative is successfully realized, such Public supervisory boards will be opened in all ministries and departments of the republic by 2012.

The President informed of establishment of a special commission for selecting candidates for the Public supervisory boards which had already received about 300 applications submitted by the international business council, the chamber of tax consultants, the Union of Kyrgyzstan Banks, the Association for protection of social and economic rights, the Union of Kyrgyzstan Entrepreneurs and many well-known organizations.

"I am confident, that the new Government will support and continue implementing this initiative aimed at fighting corruption, ensuring transparency and openness of state bodies and increasing quality of the service. The Government will also develop a method of "measuring the population's trust" in authorities' work", R. Otunbayeva pointed out.
