According to him, the Cabinet is developing a draft law, aimed at development of irrigated agriculture. A mechanism of baudgeting watering system, establishment of cultivated pastures, rehabilitation of degraded rangelands will be adopted.
The Government is going to continue the work on improvement of the country's business climate, Vice PM Yerbol Orynbayev informed of it at the conference on Doing Business - 2011 held on Wednesday, November 10. The importance of this work is explained by that the economic development in long-term outlook depends on the ability of formation of a competitive, dynamic private sector. Due to the Governmental measures directed on creation of a favorable business climate Kazakhstan approaches the club of 50 most developed countries of the world. In Doing Business-2011 rating of the World Bank Kazakhstan moved up 15 positions and now ranks the 59th among 183 countries. By Registration of Enterprises indicator Kazakhstan ranks the 47th and by Registration of Property indicator it ranks the 28th.
On the same day First Vice PM Umirzak Shukeyev familiarized with the course of implementation of industrial-innovative projects in the East Kazakhstan region. In particular, he visited a valve plant in Ust-Kamenogorsk which was implementing a project on modernization of the production and broadening the range of the products. The enterprise which had received a loan from Russia's Sberbank enjoys state support through Damu Fund. According to Governor of the region Berdibek Saparbayev, the enterprises prefer to take loans from the Russian banks because Kazakhstani banks set too high rates (16%).
At the Government's session held on Thursday, November 11, Minister of Agriculture informed that about KZT 61 bln was needed for development of the country's veterinary system. According to him, each region and city needs a special enterprise with appropriate material-technical base. Establishment of such enterprise will require about KZT 35 bln investments, including KZT 24.5 bln from the local budget for purchase of offices and facilities and land parcels for their building. Besides, as the Minister said, the national budget should provide KZT 8.5 bln for procurement of services from these enterprises on veterinary preventive measures against the highly dangerous infectious diseases and about KZT 2.4 bln for purchase of special transport for them. A. Kurishbayev also pointed out importance of diagnostic study of animals' blood against highly dangerous infectious diseases which should be held twice a year. KZT 1.9 bln should be attracted for this purpose. 106 laboratories should be constructed. Around KZT 10 bln will be needed for this.
In turn, U. Shukeyev said that the Government was going to amend the Law On Veterinary. "By February 1, 2011 we intend to make some amendments to the Law On Veterinary in two points - establishment of veterinary stations in municipalities and introduction of state monopoly for veterinary services", Shukeyev clarified.
He also told about other measures to be adopted in accordance with the recommendations of the national seminar on veterinary held in Ust Kamenogorsk November 10. The recommendations concern employment of veterinary specialists in rural areas and necessity of reduction of their deficit.
The PM backed these propositions and noted that more attention must be paid to development of the veterinary system in the country.
Vice President of Kazzinc LLP Yury Gusev made a report at the session on the course of realization of New Metallurgy project. According to him the project might be stopped because transportation of sulfuric acid in Russia was prohibited. Therefore, the enterprise waited for opening Shar - Ust Kamenogorsk railway line in order to deliver its products to domestic ventures without passing the Russian territory. But technical condition of this line id very poor therefore Y. Gusev addressed the Government for assistance. U. Shukeyev charged Kazakhstan Temier Zholy JSC to control solution of this problem.
On Friday Prime Minister Karim Massimov met with Chairman of the National Committee of the People's Political Consultative Conference of China (CPPCC) Jia Qinglin. Several documents were signed within the meeting. In particular, SamrukKazyna National Welfare Fund and Datan Chinese Corporation signed a Memorandum of cooperation in renewable energy sphere. Kazatomprom NC JSC entered into a long-term contract of sale of the concentrates of natural uranium with CGNPC Uranium Resources Company Limited. Besides, a Letter of Intention was signed between Kazzinc LLP and Chinalco Chinese Aluminum Corporation on purchase of 10, 000 tons of zinc ingots.
On the same day the Prime Minister sent a video-message to the participants of the 3rd Kazakh-American Investment Forum devoted to discussion of the State Program of Forced Industrial-Innovative Development for 2010-2014.The Prime Minister referred to the facts that Kazakhstan had successfully overcome the consequences of the global financial crisis and now had favorable conditions for the realization of the State Forced Industrial-Innovative Development Program. American experts attending the Forum highly appraised the policy of Kazakhstan in the sphere of innovative development and emphasized priority of education as an integral part of successful realization of all set goals. Besides, the participants of the Forum had an opportunity to ask question to the Head of the Government on-line. Representatives of Kazakhstan's business communities had several meetings with American businessmen in order to discuss their activities on realization of the projects of the Forced Industrial-Innovation Development. Around 50 new American companies were interested in cooperation with Kazakhstan seeing its potential at the Forum.
Today at a plenary session the Upper Chamber of the Kazakh Parliament discussed the bill On national budget for 2011-2013. Following the discussion the Prime Minister noted that GDP growth made 7 percent for the first 10 months of the year, growth in the industry topped 10 percent, unemployment percentage reduced to lower level than it had been before the crisis, less than 6 percent. The banking system has stabilized. The Premier also noted that entrepreneurship had revived now. Gross total of foreign reserves and reserves of the National Fund exceeded the level of USD 58 bln. 'All this demonstrates that we took necessary measures to prevent new financial problems', the Prime Minister added. K. Massimov also addressed the deputies to hold parliamentary hearings on self-employed population. He noted that every citizen of Kazakhstan should have an opportunity to participate in implementation of development programs and be a participant of all economic processes.
